Apologies,
I am friends with many HRs and the owner himself, and have been apart of the UCR high command and worked with most of its members for the most part. I have found a blatant lack of collaboration (I won't name names). Members are territorial of their positions, refuse to accept help, argue with each other over trivial matters, disobey and at times lash out against the owner and do other irresponsible and counterproductive things. As noted by the recent rebellion a few days ago, and by many incidents surrounding suspensions and demotions in UCR. This is not the fault of any single HR, and I am not saying the owner has been making this any better.
In terms of activity and technology, I think the explanation is simple - UCR simply doesn't have a current active base with a steady flow of members. Sure, there is still internal activity, but it isn't solid. The technology is subpar and I realize projects are underway to fix that.
