It's an old, extremely well-known glitch, but I'm bored and decided to post it.
Note, if you do this correctly it won't harm your game.
First, make sure you have an Abra and something that knows growl. Find a trainer that sees you right when they come into your screen, like to the left of Nugget Bridge there's a man that says "I saw your feat from the grass" As soon as he enters your screen's view, pause it before he can have the "!" symbol. Use Abra to teleport away.
Now, go above Nugget Bridge and fight the trainer with the Slowpoke and this trainer only. Go through the others first, I suggest saving beforehand in case you don't know which one has the slowpoke. It's a guy and he's facing north, but if that doesn't help enough then save before each fight.
You can NOT be directly in front of him, he has to walk up to you. If you talk to him or he doesn't need to walk since you're in the closest block to him, your game will freeze.
This part I'm not sure about, but I'm pretty sure if you growl at his slowpoke 6 times Mew will be level 1, and you want it to be level 1, you'll see why.
Mew appears at level 7, but every time you growl it loses a level. Not sure what happens if you growl 7 times, but for a level 100 mew growl 6 times so it starts at level 1.
After beating the slowpoke, teleport back and go to the start of nugget bridge. Walk up. As you're walking, where you would normally face your rival your menu pops up. Hit b to exit your menu and the battle will commence.
Now you have a Mew level'd 1-7 depending on how many times you growled. It's hard to catch, though I caught a level 4 without damaging it and only going through 2 pokeballs.
Now, to get it to level 100, here's what you need to do.
I'm not sure about all the mechanics of the game, but I'm pretty sure it says it has tons of experience, when really it has -56. You have to battle with Mew, and make sure he gets 55 or less experience.
The game notices it's a negative number and freaks out, sending it to level 100.
Now you have a level 100 Mew before Misty!
Or you can just go play whatever X and Y or Black and White new stuff you want. No one has Yellow or Red or Blue nowadays anyways... |

Found my gameboy color, couldn't resist looking up some glitches, this seems like the safest one.
Doing this but against different trainers will have different results, go ahead and try, but they might be glitches that crash your game.
Also, you'll notice after teleporting before that guy battles you you can't open the start menu. Good. Also, don't talk to anyone in the city since it might trigger glitch battles and whatnot that may or may not be harmful and or crash your game. I haven't done anything besides these strict steps. Results may vary and they may vary harmfully if done differently. |

you can get a level 100 nidoking before the first gym leader, but i'm not sure how it has -52 exp and the game freaks out too |

| How do you make sure it "gets" experience while battling it? Make it kill your other teammates? |

| It gets experience when killing the opponent. I suggest just going to the area left of celadon since you're already supposed to be in celadon, then once a pokemon pops up, shift through every pokemon in your party. This spreads out the experience points and also makes it less. Once all 6 have been exposed to the battle, then you can kill it with whatever pokemon you want. |
