Make it more similar to Dominion in the OP's layout. [Overcast was a zombie Free-Choice I made.]


You can either be solo-survivor or manage a camp. Not sure if it will be set in a single region, or be spread about the entire nation. Still, though. I'll make a detailed list of the types of undead you can encounter. [There are no mutations, just differences in their brain.]

The plot should remain the same [The players that were in it last time still technically exist in its continuity], and players will, of course, have to worry about much more than the undead. Hunger, thirst and stress would come into play, and there will always be hostile survivors like marauders, bandits, military deserters and northeastern soldiers who invaded the nation shortly after the apocalypse.

[Posting zombie types. It's from this unposted document I made a while ago, about a man of science who just hides and watches them all day. He calls the zombies "bios".]



-._STANDARD BIOS_.-


SHAMBLERS: Your run-of-the mill wandering, walking person afflicted with the Contagious Homicide Virus. Rather slow in movement, either walking towards you in a drunken-like haze up to an eager speedwalk. Bites from this classification are fatal, of course. Head trauma will kill a standard bio, as with all of the others.


RUNNERS: The virus, it seems, was engineered to make all bios run. However, damage to the brain's gamma oscillations and cerebellum during the mutations in most afflicted individuals disables their originally intended speed. As time progresses, runners will eventually degrade in speed, but it may take an extended period of time.



-._"DIFFERENT" BIOS_.-


RADIATED BIOS: Our wonderful centre government has already launched a few minor nuclear missiles and radiological weapons, "dirty bombs" at several cities. Radiated bios which survived the blasts are basically walking cancers. Get swiped by one and you'll become extremely sick.


CIVILS: The bios which I've named "Civils" are truly odd. They actually retain quite a lot of their past lives, but only trivial things, mostly. I've observed one of them with a "schedule", actually. His nights consisted of him laying down on the floor in his former home, and his afternoons roaming around his former workplace until nightfall. "Civils" may grab items from their past lives, such as telephones, human food, cups, photos, etc. Civils are actually somewhat passive, and sometimes may ignore nearby living creatures, or even try and interact with them in the case of animals. If bios are to ever be domesticated, our hope lies in this type.


WARRIORS: I call any type of bio wielding a potential melee weapon a warrior-bio. These are usually early-stage civilians who died defending themselves. Even if there are bios who hold weapons, only seventy-five percent will be able to use them effectively. The other twenty-five percent will just drop them on the spot, or use a free hand to swipe at victims. Only beserker-types are known to instinctively pick up tools rather than use them in death-grip caused by rigor mortis.


GUNMEN: Any bio who has died whilst clutching a firearm of sorts. Usually soldiers or policemen or civilian fighters. They keep their trigger-finger instinct due to their training, or paranoia before their death, and when approached, they will pull the triggers of their firearms instinctively [their guns will be dangling at their sides]. They're still unintelligent as to not actually aim their weapons, but the noise they make will attract every member of the undead nearby. Gun-bios with automatic weapons will likely flail about, or become knocked backwards due to weapon knockback whilst discharging their firearms, which is a hazard, as you could be hit by bullets. Obviously, this type cannot reload. Their firearm doubles as a cudgel even if they are out of ammunition, so that's another risk. RUNNING gunmen are incredibly likely to fall on their faces when pursuing something.


BESERKERS: In very, very rare cases, a middle-aged bio with "experience" [having made several kills, and is well fed and uninjured], will have its brain care somewhat less about eating or hunting, allowing a sort of brief realization of the biocontaminated state which will only last about a minute long. However, the bio's human thoughts will be overwhelmed by the virus brain, and the body of the subject will be tossed into a violent mess of conflicting human and bio instincts, thus creating berserkers. Beserkers have the ability the run, use melee weapons and tools, and even find delight in torture. Very disturbing.

I would join the one where you manage a sanctuary. Sorry that I became inactive in the second one, had gotten caught up in some other things, but if you did do the camp one could the leader be my character that I was playing as through the other two ones?

Yeah.
Would it be completely solo or could I interact with other player's camps (trade, ally, attack, etc.)?

Should I allow players to start off as low-level military or cops at the expense of starting off in an EXTREMELY high risk location and having little to no chance of survival?

Sure.
It should also be early on in their career. Like if they were previously an infantryman in the army then they would've either just completed or in the middle of basic training.

For police it should still be rather inexperienced.

Also I think this roleplay would go better if you gave players other types of mutations. Now, I am not saying fallout creatures, but generally they are unique for what there is to be. I am saying such as animal mutations, and or plant mutations. ( Example are the Brahmin from fallout. Also, giant human eating plants could be thriving in Fallout jungles. Lush vegetated areas, but the vegetation is so rich in radiation mere humans cannot feast on. Such creatures as mutated herbivores/omnivores could perhaps thrive here. )

Right. So, if you're a member of the authorities, you'd just start off with some better equipment and a decreased likelihood of being shot at by quarantine enforcement.

Would you start off in a Yonkers-esque setting if you were military?

I am just throwing out ideas. On another note, a radiated wasteland doesn't necessarily mean that life will be dead. Radiation can make creatures and organisms adapt to other forms, allowing new life, chemicals, and other such matter to be created.

It isn't radiated. Only a few cities were nuked using low-grade radiological weapons. Even then, only part of the city would be radioactively unsafe.
