Balneor, apparently the stupor of the world until now.

The government of Wosten Island Central was long thought to be invincible; they had founded the nation after escaping a long-ago crisis known as "The Incident" and sailed to what we now call Wosten Isles, building a superpower and had holding public trust for decades, until the mysterious arrival of a new group from across the sea came into play; a nation who had survived through the Incident rather than flee. The nation, known as the "Commune", landed near one of Wosten Island's coastal towns. The local military engaged them, and were subsequently wiped out. The expedition forces then moved into the town and held it for several weeks.

This caused a wave of confusion and distrust to sweep the nation.

You see, the Principals originally held public support because they would secretly forge major problems to plague the public, but then heroically solve the issues that they had created, if the issue existed at all. For example, they would halt all food transportation, causing the public to believe there is a famine after a horrifying radio broadcast saying that the masses would die off, but then, days later, it would be back to normal due to some feat of engineering devised by the government.

But that was no more. These problems were in reality.

Much of the Commonry revolted after several people discovered Pre-Incident books describing the concepts of democracy and civil rights. Two rebel factions were created. One supported the Commune after the occupying soldiers told them about people being treated equally in their homeland, and the others fought for their fallen predecessor's ideas found in long-lost text.

Full-scale civil war erupted between the Authorite [the Principals' military & law arm] and the two rebel factions.

You are caught midst the battle of Balneor, the second-largest city in Wosten Island.




[NOTE: The city is EXTREMELY polluted. Your character must survive government forces, lethal acid rain, and the smog that taints the air. Radiation from nuclear dumps is also a hazard.]

Balneor has six city sectors, Pandaway North, Melwall, Clairside, Industrial South, Dockmesan and the Viceroy District.

Pandaway and Clairside are residential, Melwall a militarized section, Industrial South a factory plaza, Dockmesan a habour, and Viceroy District the upper-class area and government headquarters.

Each sector has different smog levels and Authorite presence.

1. You have 100 health. Hit zero health and you die.

2. You also have energy, which you need to move around. Resting in the main way to restore it.

3. Smog contaminates the air due to Wosten Islands heavy industrialization. You will start to take damage over time without a mask, or taking breathing pills. The pollution also can cause lethal acid rain, and nuclear dumps are common.

ENEMIES: The majority of the enemies in Balneor are the Authorite Forces, which is Wosten Island's military and police arm. The police and army are their primary troopers. However, there are also looters, private security, mangy animals, robotic sentinels and Authorite Cyborg soldiers to worry about.

----SURVIVAL PERKS:----

WILL TO SURVIVE: Even when low on energy, you can still act if it is to save your life. In a stressful situation, you can muster up all of your strength and obtain a short speed boost in movement. However, you will become exhausted afterwards.

AGILE: Move faster and lose less energy while doing so. You also take less falling damage.

ADAMANTINE: You can take more pain before passing out. You can operate less terribly whilst malnourished or in pain.

LURKER: You have the ability to move more silently.

CRUDE EATER: You can stand eating or drinking things nobody else wants, with lower possibility of becoming sick. You can survive a bit longer without food or water.

GEAR-HEAD: You know how to fix basic mechanical items.

BASIC FIRST-AID TRAINING: You know how to nurse basic wounds.

BATEYES: You can navigate through the dark more easily.

PACK MULE: You can carry more equipment, and move faster under heavy loads such as armor.

LUCK OF THE DRAW: You are slightly more fortunate than others in random situations, and will more easily find useful items.

STASH: You've been hoarding, and you've got a lot of extra supplies. When you start, you get a bit more of... everything. Also, your items are less likely to deteriorate when you aren't using them.



----COMBAT PERKS:----

AMBIDEXTROUS: You can use both hands efficiently, in weapons or menial tasks. [UNIQUE]

TRIGGERFINGER: Shoot non-automatic weapons faster. Occasionally, you will instinctively fire when you sense danger.

PITCHER: Better protective use, such as grenades or throwing knives or rocks. You can also deliver a pretty powerful blow with your dominant hand, maybe even capable of knocking someone unconscious.

CAREFUL, NOW: Less likely to be hurt by explosives or self-inflicted damage, weapons misfire less. Occasionally can avoid traps.

RECKLESS: More likely to inflict damage upon self, but less likely to take damage from others while on the offensive. Has a bonus to courage.

GATLING GUNNER: Two-man heavy weaponry can be used by you solely. You can carry weapons that are intended to be mounted or carried by multiple people.

VOLATILE: When pressed into a combat situation and wounded, you can enter a rage state where less damage is done to you, but you take unnecessary risks.

QUICK FINGERS: Reloading takes much less time, better at many menial tasks and a certain knack for disabling traps and bombs. But, you're also a little fidgety.

WARRIOR: Increased combat skill and better melee weapons use.

COOL HAND: Reduced recoil and better aim with all ranged weapons.

BACKYARD COMMANDO: Practiced to fight at your own house frequently, yet didn't realize what a battle would actually be like. You are good with weapons all around, but are weak hearted and weak stomached. You have an understanding with all normal weapons, able to maintain, wield well and reload slightly faster than others, but you gain slightly more stress after fighting and killing. Also, seeing particularly violent things WILL cause you to go into a traumatic shock, making you extremely poor with weapons, and weakened senses and lack of real reasoning. [UNIQUE]



----STRESS, SMOG & REGENERATION PERKS:----

ADDICT: Using alcohol or tobacco can slowly restore health if you are somewhere peace and quiet. Less damage from smog, but less healing from other sources.

REDNECK: You lose stress from shooting in general, whether it be practice or not. You also lose stress upon finding new firearms. Also, unfamiliar weapons are easier to use.

CONFIDENCE: Your character is incapable of killing him/herself due to boredom. However, they can still go insane. Also, higher bravery actions are easier to do.

SADIST: Lose stress from killing or hurting things. Slightly increased risk of self-damage, but no way to take mental damage. Compulsively kills or hurts.

THEIST: Religion was eventually banned in the Wosten Island Central, but secretly, you held onto the old beliefs. You have the ability to pray and lose stress at times.

BOOKWORM: You can lose stress by reading books. You also have a higher understanding of the text in them. [Pointers]

IRON LUNGS: Lose less HP over time in the smog. Breathing pills and Ozone syringes last longer. Higher chance to survive chemical attacks. Can run or swim for longer.

STRONG IMMUNE SYSTEM: You are less likely to become poisoned or sick, and suffer less if you do. Also, you are more resistant to being hurt.



----OTHER PERKS:----

"WHO THE HELL WAS THAT?": Nobody will recognize you, nobody will remember you, and nobody will care. You could blow up a huge government facility, but you'll only go down in history as "some random guy". You have stagnant neutral reputation, and everyone will just forget who you are.

PITIFUL: Enemies may not engage you if you encounter them alone and do not attack them first. Instead, they'll just laugh. They tend to get side-tracked and toy with you, or even just let you run away. However, you're not very confident or brave, and allies may not depend on you to get the job done. [Cyborgs and robots won't be side-tracked.]

UNCLASSIFIED: You are a more shady person. The city records department did not get much information about you, and you are unclassified as a citizen, rebel, or Authorite. Cyborgs' and robots' identity scanners and targeting chips may malfunction if they try to scan or target you.

----------------------CHARACTER OCCUPATIONS & PASTS---------------------

This is optional, because each job comes with a downside. If you don't what a job, simply select unemployed/trivial employment.



ACTOR: Prior to the rebellion, you were a skilled actor, and could impersonate, lie, and feign actions easily. However, everybody will recognize you on sight. [UNIQUE]

DOCTOR: You can treat wounds very effectively, and have good gore tolerance, but are not effective with firearms. [UNIQUE]

FUGITIVE: Prior to the rebellion, you had a large bounty on your head from the Constabulary. Constables won't try to kill you, only capture you, which can make it more difficult for them to deal damage. The downside of this, though, is that Constables are more enticed to engage you if you are in a group of other people and will recognize you easily.

ATHLETE: You are physically faster, stronger, and more enduring than other people. However, you never had time to get a proper education, and you use more air than other people. [UNIQUE]

STUDENT: You're eager to learn, but you can only learn from people who know. You can replace the Student job with a perk from another player or character you spend time with. Unfortunately, a lot of your college buddies became cops or loyalists later on, so they might recognize you, either inquiring or attacking.

MECHANIC: Mechanical repair comes naturally to you, and you could easily disassemble or reassemble or fix most items. However, you have inhaled much smog in your time, and have lower endurance and breathing ability than other people.

RETIRED: Your stress levels will rise far less than any other person, and you have a deep well of knowledge and experience to draw on. However, your combat skills are out of practice.

DEALER: You have a lot of friends in the criminal world, but your usage of narcotics has decreased your health. You have easier access to illegal supplies, such as Murder Pills and low-grade firearms. Rebels and civilians are sometimes hostile to you.

LABOURER: You used to work to construct things, and because of it, you are stronger than most other people. However, you lack fine dexterity.

GANG MEMBER: Prior to the rebellion, you were part of a gang of criminals. Some rebels or looters may recognize you as either a friend or enemy. This grants a small chance of gaining a companion. The downside is, they may have been part of a rival criminal group, and may call for associates and attack you.

VICTIM: Prior to the rebellion, you had a hit on you by criminals. You are much more adept at your hearing, sight and smell due to your paranoia, but on rare occasions small groups of criminals will show up and attempt to kill your character.

GUNRUNNER: Private security at firearms corporations may recognize you and not attack you, but the Constabulary and Regulars may recognize you because you delivered their shipments to them.

HOODLUM: Anarchy, man! Break the system! You are naturally disliked by Authorite, and Rebels usually won't put up with you too long if you get on their nerves. But, no one else can compare to your skill at making bombs, burning stuff and causing trouble. You are also good at picking locks.

DEFECTOR: After a personal conflict of interests, you left the Constabulary to pursue your own ends. You have knowledge of Authority holdings and tactics, but you have earned the scorn of other rebels, and you will be occasionally be targeted by both Rebels and the Constabulary.

CAB DRIVER: Your knowledge of the city layout is more advanced than most. Some people know you, which can be good or bad. Road Rage! [Receive location pointers]

UNEMPLOYED/TRIVIAL EMPLOYMENT: You had no serious job. You do not receive any determent or benefits of having an occuputation.

Under a plain dress shirt, black trousers and hard leather boots, he covers himself with a weather-proof hooded trench coat and gloves. A crude gas (smog-mask, whatever) hangs around his neck.

PERSONALITY: He is a stingy person, usually unwilling to help strangers unless it involves reward of personal gain. Kind and polite, the man hates his enemies with a burning passion, and has spent his life avoiding the Constabulary for help; he doesn't need them meddling in his affairs.

BIO: Born in the slums of Pandaway North, he left home to Clairside and Melwall to become a gun-runner for the security corps. and the Authorite. It was better than the pay he was getting as a laborer back home, so he tolerated his dislike of the Constabulary and made connections of his clients and friends of his colleagues.

Fortunately, the avoidance of the government left him with an unfinished file in their records. When the civil war came to Wosten Island, he was left with an ultimatum: pick a side or run from all of them. Today, he has yet to believe a communist, democrat, or a member of the Authorite.

You have a Model 6 pistol on the counter, with 18 rounds, along with a tin of sardines and a bottle of water.

You remember that you have a MOD recipes kit in the basement, along with a small packpack.

Taking his trusty revolver, he checked if it was loaded before he pocketed the rounds on the table and tucked the can of sardines into his inner coat-pocket. Going down to the basement, he fitted the MOD recipe inside, and went back to also fit the bottle of water inside.

You were armed with an encounter pistol with with 35 rounds, and also had a small backpack, bandanna and a bandolier.

Searching the storage room, you find a medical kit and two jars of pickled broccoli.


You see a man who has also taken shelter in this basement.
