I propose hiring volunteer moderators to help keep the community safe. These members would have to be 14 years or older. These members would have to be veterans and exhibit maturity, responsibility, and a dedication to the Roblox rules.
Back in 2010, there used to be volunteer moderators: forum moderators. These volunteer moderators were fired because Roblox ran into legal issues involving the fact that children under 18 are not allowed to be held under contract.
The A-Team moderators and Super Moderators are sufficient at handling the community, but they're really not enough. We need volunteers who are able to more swiftly handle isolated incidents, such as forum wars, spamming, ODing, etc, which would take A-Team mods longer to respond to since they have to wade through a report list all day.
This is why I propose volunteer moderators, with parental permission, who are NOT under contract. This way, it would be perfectly legal.
These moderators would be 14 or older and would have parental permission due to inappropriate content they will be faced with when moderating.
Since these volunteer moderators would be under no contract whatsoever, they would not have the responsibilities of the adult A-Team and Super Moderators. They would not have a "job" with Roblox, they would simply be helping out.
Being a volunteer moderator under no contract would allow for high flexibility. Let's say you're in 11th grade, and you have a lot of work to do for your AP classes? No problem. You could take a six month break from Roblox and not lose your moderator privileges, since you would not be under contract. You could use your moderation powers as little or as much as you wanted, due to the fact that you would not be under contract. Due to this, this would not violate child labor laws.
However, if you're not under contract, how can you be prevented from abusing your powers? I have a proposed solution for that: add a section to the rules for moderators only. It would be a simple rule, stating that any moderator who abused his powers would have their powers taken away and they would be banned. Therefore, you could not abuse your moderator powers, but you would still not be under contract.
You could not sign up to be a moderator, you would be handpicked by the staff, as the former forum moderators were. All volunteer moderators would have a place in Reesemcblox's Staff group, proper badges depending on their level of moderator, and a place on the list of all Roblox administrators and moderators in Builderman's Knowledge Base. However, it would be made clear which were the volunteer moderators who were NOT under contract, and which were the payed, adult moderators.
Now, what would be the point of having volunteer moderators? It would make the community run much smoother. A-Team and Super Moderators have to wade through lists of abuse reports and handle image upload approval queues, whereas volunteer moderators could focus on specific areas of the site and monitor them for violations of the Roblox Terms of Service and Community Guidelines.
Volunteer moderators could obviously not handle the community standalone, but combined with the magnificent work of the A-Team and Super Moderators, Roblox would be a noticeably better place.
Below is a list I composed of a proposed system of levels of volunteer, no-contract moderator:
Comments Moderator - A user with the "Comments Moderator" badge has the power to delete or edit any comments on any user asset.
Group Moderator - A user with the "Group Moderator" badge has the power to delete or edit any user's group, plus all powers comment moderators hold.
User Page Moderator - A user with the "User Page Moderator" badge has the power to edit any user's Roblox page, including deleting their username if it breaks the rules. A user with this badge also has permission to edit any of the descriptions or names of any user assets (including places), if it is rule breaking. In addition, these users hold all powers group moderators and lower hold.
Game Moderator - A user with the "Game Moderator" badge has the power to delete games if they break the rules. A user with this badge also has the power to moderate in-game. These users would simply keep an eye out for rule breakers when they're in a game. If someone broke a rule, that moderator would have the power to ban the person from that place for up to 14 days, and has the power to give that user a warning or reminder, but would not have the power to ban that user from all of Roblox. In addition, these users hold all powers User Page Moderators and lower hold.
Omega Forum Moderator - A user with the "Omega Forum Moderator" badge has the power to moderate up to 5 forums of their choice. They have full power to delete or edit any posts, delete topics, and lock topics. They do not have the powers to create stickies, find the IP of a user, or ban anyone from the forum. In addition, these moderators hold all powers Game Moderators and lower hold.
Alpha Forum Moderator - A user with the "Alpha Forum Moderator" badge has the power to moderate the entire forum. They have full power to delete or edit any posts, delete topics, and lock topics. They have the power to create stickies, and they have the power to find the IP of a user (when necessary to inform a Super Moderator). However, they do not have the power to ban anyone from the forum. In addition, these moderators hold all powers Omega Forum Moderators and lower hold.
B-Team Moderator - A user with the "B-Team moderator" badge has all of the powers of Alpha Forum Moderators and lower, but also has the power to ban any user for up to 14 days, warn any user, or remind any user. They also have the power to ban someone from the forums permanently, although they do not have the power to ban an IP from the forum. They do not have the power to delete accounts or issue IP bans on accounts.
Please note that anyone with the rank of B-Team moderator or lower would NOT be under contract, would NOT be under 14, would NOT have access to the abuse report lists, would NOT have access to the image approval queues, would NOT be able to delete accounts, and would NOT be able to IP ban users.
I split the forum moderator position into two positions due to how difficult it is to moderate a forum with hundreds of 13 year old kids on it.
Yes, I know there is currently no feature in which you can ban a user from only the forum. Along with the major topic of this post, I propose implementing this feature.
Below I provide a list of theoretical promotion requirements for moderators. This would not count as a "contract". An analogous situation would be becoming a veteran. You are under no contract to become a veteran, but the requirement to become one is to have been a member of Roblox for at least one year.
--Comment Moderators-- Requirement: 14+, parental permission if under 18, veteran, mature, responsible, and dedication to the rules of Roblox.
--Group Moderators-- Requirement: Must have been a comment moderator for at least one month. (A total of one month before being eligible for Group Moderator).
--User Page Moderators-- Requirement: Must have been a group moderator for at least two months. (A total of 3 months before being eligible for User Page Moderator).
--Game Moderators-- Requirement: Must have been a User Page Moderator for at least two months. (A total of 5 months before being eligible for Game Moderator).
--Omega Forum Moderators-- Requirement: Must have been a Game Moderator for at least three months. (A total of 8 months before being eligible for Omega Forum Moderator).
--Alpha Forum Moderators-- Requirement: Must have been an Omega Forum Moderator for at least four months. (A total of 12 months before being eligible for Alpha Forum Moderator).
--B-Team Moderators-- Requirement: Must have been an Alpha Forum Moderator for at least six months. (A total of 18 months before being eligible for B-Team Moderator).
I hope you guys share my belief that it's important to make Roblox safe for everyone from young children to adults. Please support my idea.

| For me, the word 'volunteer' means that you get to send in a form. Just it should be extremely hard to get in. I don't think volunteer mods should get any banning powers, just reminders and warnings, but they should be able to send messages that are 'highlighted' to a moderator if someone is that bad. Otherwise, I think this is a great idea. |

This is my problem: I am not yet a veteran. I would have in probably another 6 months, had I continued my previous Roblox engagement before, under a different user name. Or could that experience count?
The anonymity in the internet makes it more easy for imp-mindedness to flourish, if no one keeps watchful eyes. |

They probubly can't do that, even if they arn't under contract, then some idiot will report them off the internet!
Also what if the person has a bad temper? i dont want to get banned because i'm better at an obby that them! and what if your account got hacked, you could get banned from the forums?!?!?

| This is not going to happen even though it is a good idea. Because an admin or moderator would have to be in charge of a certain group and if one of the Volunteer moderators start deleting stuff with mad power, Everyone would blame that admin/mod. (Almost like MS36) |
