[UCR- The Status]00000000000000000000000000000000000000000000
The honest truth is the UCR has a few very simple problems. Most are only difficult to tackle due to a slow/sluggish process of reforms and random pointless threads. What we need is fewer departments that cover a broad array of tasks and DO NOT AT ALL overlap with others. Such as "Department of War", "Department of Diplomacy", "Department of Civilian Class".
These three examples are PERFECT. In fact they WILL WORK if enacted NOW with proper staffing*.
However, as of now, the UCR's departments don't make an impact because:
- overlapping tasks - redundancy - confusion - laziness - HR mis-communication - HR - President butting heads - ineffective work ethics - ineffective execution
Each of these problems is solved by proper management and proper staffing. All of which are simple to accomplish. I will demonstrate later in the thread what we will need to fix the UCR.
Let's examine the result of these problems:
- inactivity - decay of culture - decay of morale - decay of recruitment - decay of the UCR itself - decay of proper presentation
The UCR is being torn apart at the seams because we aren't solving these problems which result in the deterioration of the UCR.

For the most part, all of UCR's dilemmas can be solved in 5 months at most if we execute a more proper department system with proper management.
I believe it's in the best interest to minimize the amount of departments and focus on instead placing reasonable and intelligent staff into each department. All departments would have as many positions as is LOGICALLY NEEDED TO EXECUTE IT'S AFFAIRS PROPERLY. All the departments will receive staffing from a general pool of personnel. This will be it's own rank, "Personnel". All of which will receive positions based on experience and merit produced by evaluations from the president and a 'second in command' type of entity- thus replacing the need for 'cabinet' and 'minister' forming them into 1 rank. With VP being renamed into something more creative. Maybe Premiere, who is selected by the president. Personnel will only exist as needed. If departments need someone new, a new personnel seat will be available.

[Department of State: {Responsibilities: Oversees all departments, finances, issues the UCR handbook, and employees a team of developers} {Positions: (X) President, Premiere (HR) Chief of Staff, Secretary of Staff, Development Task Team, Head Developer } {Subdivisions: Development Divisions(undefined)]
Four departments alone.
Manpower statistics with this system: Executive Manpower (X) : 2 Personnel/Staff Manpower (HR): 10 Mid-Staff: 4 Total: 17
Manpower Statistics with Current System: Executive Manpower(Pres) : 1 High rank Manpower (H3/H4): 15 Semi-High rank Manpower (H1): 11 Total: 27
This department organization is a lot better. Most of it is self-explanatory. We just need people to manage an aspect within this departments. Some to handle a majority of the aspects the department is assigned. It's simple and with a proper guideline we can prevent clogging the system.
It's pure common sense.

Now it's well and dandy to remind everyone about the simplistic nature of departments when you make it smaller but well staffed, but let's also be real here. There are some legitimately troublesome problems.
The first thing we must do is have the director of each department set an agenda that must be followed through within 7 days. The premeire will work with the chief of staff to bug and annoy everybody in the personnel about their agenda. For the most part, they will be advised to create an agenda regarding the appointing of people* to takeover more defined roles.
(example would be in the DoW as head captain is appointed and is training his/her captains as well as his/her officers.)
IF THE AGENDA IS NOT a.) created or b.) followed through with then as a result the PERSONNEL WILL BE REPLACED WITH SOMEONE CAPABLE. Like in a job when you don't get the work done you get shown the door. It's essential to progress that this idea of settings standards and following through with them IS WELL KEPT.
So long as this is followed given the advice and responsibilities outlined here in this thread, each department should have appointed the needed appointees to carry out orders. It's vital to understand departments need to be working based on an agenda- that's how it's done. It's better to stick to that, and be decisive in regards to it.
Following this pattern of setting goals and reaching them will infact be a reform of UCR in and of itself. This is the only way to have a game plan without venturing too far into realms dominated by personal bias.

This is all common knowledge. Common sense. Any youngling could've thought of this while walking home from school imagining how to tame his 500 member clan. It is because of that commonality that I find it embarrassing that no one has even touched the subject. This is not a call to rebel or something. This is however a call to revolution- not one for "war" or some nonsense. This is intended to be a revolutionary concept that we can better UCR just by downsizing departments just a little.
I already proved the numbers to you. This covers that which is needed immediately. It covers it in the simplest ways possible and allows us to reorganize our ranks in logical manner. I ask you all to support it, and help it become a reality. That UCR will be able to reach the pinnacle of success and organization. |

I commend you if you read all of it.
I know it's long and boring but god it's true and needs to be supported. If it's ever enacted properly I give it 5 months before UCR becomes a powerhouse clan once more. |

| Good call hacker, definitely a system we can adapt to quite easily. Though I don't agree this will do much for UCR other than make it more simpler. Though I support it this motive. |

I wonder how many people came up with these type of plans before and have failed to even enforce it.
You may be able to figure out ways to "revive" UCR and bring it back to its former glory, but how many people are actually willing to follow that plan and even TRY?
Heck, Many times have there been ways to help UCR, but the past leaders (Not referring to the current one since I've never even met her) would RARELY follow those plans because now that they've reached the position of leader they just say "meh, I just reached my goal, might aswell be lazy and only have my HRs do my crap" |

This isn't reliant on the public's approval- It's reliant on the idea that HRs will do their job. This doesn't have anything to do with members or anyone. Thus it is possible. Poison and other HRs are the only obstacle between failure and success.
