I am haveing an issue with some soldiers. Well, Some people believe That they will only respect the HR's if they earn their respect. On the other hand, I believe That the LR/MR Should be forced to Respect all HRs. And I think that HRs should respect the Low Ranks.

There's different categories of respect. True respect that is earned from one individual to another throughout a course of time, or based on actions. Is much different than the expected respect a low rank is to express towards a high rank. Though the question is, are the high ranks required/expected to respect the low ranks? And will this lead to them truly respecting the high rank through their own opinion?

Yes, pretty much that is the question. But Should the HR's need to earn the LR/MR respect?

| You can't just say "give me respect", you gotta earn it. |

It really is a vast subject we are speaking of. A high rank is a leader in a clan, and in order to truly lead you must have influence over your members. To acquire influence is to set off the right persona, knowledge, and charismatic qualities required for others to follow you. Aside from that, if you are respected then the individual in which respects you will most likely be willing to hear you out just as much if not more so. Though lets speak of how the high rank would earn this respect in the first place. This is generally through actions supported with positive reputation. And if you are truly respected by someone, it is most likely they look up to you as well, this coincides with the influence. Just something as simple as being kind of supportive to a low rank who had lost their way or was confused on an aspect, in a wide example, would earn their immediate respect. It really depends on the person in which you are focusing on, all have their own way they view and judge others. Now, back to the contention at hand. Basically my point is, if you are a good high rank the LRs should already respect you or will as you continue to show these qualities, qualities in which a good HR should possess.
