Section 1: Election Process Whenever there is believed to be a shortage of members the Commander in Chief, Prime Minister, and Deputy Prime Minister have the power to call for an election.
Section 2: Other Powers All other powers not in this Constitution are given to Parliament. These powers cannot nullify the Constitution or nullify rights given to the country and its people.
Section 3: The Minister of Intelligence will also command the Secret Service, Homeland Service, Police, and CIS6. He will work with the Minister of Defense on protection of the President and high government and security features at bases.
Section 4: The Minister of Affairs has the authority to diplomatic relations and declare enemies; he must have the Deputy Prime Ministers’ approval. This person must be very mature, particularly fourteen years or older. Once elected the Minister of Affairs will edit his own policies to ally Czechoslovakia. To remove these policies or edit them the Prime Minister, Deputy Prime Minister, and Chief of Staff must vote unanimously. The Minister of Affairs will accompany the President in deciding PMC’s. He will also make decisions with the President, Prime Minister, and Deputy Prime Minister in coalitions.
Section 5: Chief of Staff The Chief of Staff will be either the Minister of Defense, Justice, Affairs, or Intelligence. He will be voted by Parliament and other Ministers. The Ministers are not allowed to vote for themselves. The Ministers’ vote’s count as 2/3 and the Parliament vote counts as 1/3. The Chief of Staff acts as an advisor to all Ministries. Section 6: Enforce Parliament shall have power to enforce, by appropriate legislation, the provisions of this article. Parliament must ensure that the Commander in Chief posts the Amendments and Constitution on the group wall. Parliament must also ensure that the proper ranks are made.
*P* This means the amendment is proposed and not yet ratified. The Constitution clearly states in Article 5 Section 1 that the Commander in Chief, Prime Minister and Deputy Prime Minister, 2/3 of Parliament must all agree.
