a roleplaying game has:
-complex system of stats and attributes -deep combat system based on stats rather than 'skill' (or hitting the enemy more than they hit you) -can't do everything on one character -legitimate game choices that alter story elements -a good story
is a roleplaying game:
-planescape -KOTOR -neverwinter nights -morrowind -oblivion (to an extent) -fallout 1, 2, and NV
isn't a roleplaying game:
-mass effect -fallout 3 -skyrim -diablo 3 -the legend of zelda

-mass effect When was THIS considered rpg? -fallout 3 wtf -skyrim I detest Skyrim anyway, but I like Elder Scrolls to an extent. -diablo 3 I know nothing of this game. -the legend of zelda Who said it was a Roleplaying game?

don't think NV includes this
i can pretty much blast my way through the game with a varmint rifle based on skill rather than stats |

Actually, RP is pretty much your story and choices, example I am ____. I have lived a tough life, I was scarred by war at a young age, ect And somtimes combat needs to be good to fit your fighting style. |

I don't think NV fits the criteria, if FO3 doesn't. Like Meldo said, I can beat the entire game with 9mn pistols, varmint rifles, and single shotguns based on skill.

| Your thinking of pen and paper roleplaying games or Dungeon and dragon like games. A roleplaying game isn't defined by having stats and a deep combat system, those are just two common elements. |

Its what makes an RPG fun, and unique.
Also, I would consider Borderlands an RPG, to an extent.
But NWN was possibly one of my favorite games out there. |

What exactly makes NV an RPG, but not 3? Besides the story, which is arguable?

The more in depth, branching storyline, as well as stats mattering much more by way of more reason to take skills like repair and medicine.

While I do agree that the main quests could have used less linearity, your choices still effect the outcome and gameplay. Do I side with the Enclave and infect the water supply, purging the mutants from DC? Do I do what my father wants and activate the purifier, helping civilize the wastes? Do I simply abandon it, making sure no one gets the project?
Plus, there are decisions outside the main quest. Want to do some good and kill off the population of Paradise Falls? You can do that. When you do, your deeds are announced by three-dog, and the slavers at the start of the Pitt know who you are and turn hostile. It's not much, but it's good for roleplaying. I remember you once said FO3 had better roleplaying than NV. Wouldn't a primary feature to look for in Role Playing Games be roleplaying?
Also, in my own experience, stats such as repair and medicine are just as important in 3 as in NV.

your decision revolves entirely around what name is used when mentioning who you're turning on the filter for rather than actual gameplay and story elements

Depending in what you did at the purifier, the wasteland is pretty different either way after the vanilla main quest.
