We the HRs of UCR have worked long and hard to develop a system to replace the current senator program, which has been plagued with corruption and inefficiency as of late. This new system brings a true representative system to UCR! Instead of merely choosing people, we vote on ideas, proposals, solutions to real issues that UCR faces. These ideas manifest themselves in the form of political parties. We strongly believe that this new system will do much for UCR and ensure that our clan will grow and flourish into the future.

▣▣Article 1: Background
It is a well-known fact in UCR today that the senator rank has little purpose. The rank is entirely a popularity contest, and there is no weight attached to one’s vote. When considering how to place the vote, a member does not take into account the actual issues but merely the nominee’s character. We would like to change this fact by making voting more meaningful. Senators will actually be given a purpose; votes will actually impact the direction UCR takes. We recognize that elections are great for activity, and collaborating on ideas only makes them stronger. We remove the façade of democracy and replace it with a system where people’s opinions actually make a difference. With that, we introduce POLITICAL PARTIES. Most of you are probably familiar with the dissent and discontent surrounding your local political system. These governments are full of flaws, bribery, and corruption. We seek to merge the best aspects of the US’s and the UK’s systems to form a good, simple system that we can use in our clan. ▣▣Article 2: Structure We will use a PROPORTIONAL voting system to handle elections. What this means is that, instead of voting on people, we will be voting on PARTIES. The parties will essentially provide the face behind a platform, a set of ideals. At the beginning of the election cycle, the current group of senators will determine a “CORE ISSUE” that the next senate must address. The core issue must be sufficiently broad so that it must be addressed through a comprehensive plan. For example, “Improving trainings” is a satisfactory issue, while “Fire the Director of Manpower” is too simple and narrow. The parties will then collaborate within themselves to develop a solution that reflects their respective values.
Members vote on these various PROPOSALS in the election, and whichever proposal receives the most votes will be the one that the next group of senators enact. Once chosen, the other parties are allowed to suggest changes to the proposal, but it is up to the winning party to decide whether to incorporate them or not. The senators, throughout their terms, will work to solve the issue, and once the term is over, they select the next issue. Let me present a scenario so you can get an understanding of how elections will work. Assume there are 10 senate seats up for grabs. The elections are run and the votes are tallied. At the end of it all, Party A receives 50% of the vote, Party B receives 30%, and Party C receives 20%. Party A will appoint 5 senators, Party B 3 senators, and Party C 2. Because Party A received the most votes, its proposal will be used to deal with the core issue.
Those who would like to serve as senators must submit ONE application of 200-250 words, detailing why he would be a good representative of UCR’s best interests, to the Department of Manpower, and indicate which party he would like it to be forwarded to. This step is to ensure that the member does not cheat and lie about his motives by sending applications to multiple parties.

If a party receives less than 5% of the vote in an election, it will be DISSOLVED. ▣▣Article 3: Schedule This system naturally implies that terms be longer, so we have decided to set up a schedule for elections based around the days of the month. 1st of the month – The issue is announced and parties begin developing their platforms. 5th of the month – Deadline for parties to publish platforms. All platforms compiled into one forum and shouted. 7th of the month – A grand debate is held between representatives of each participating party. 8th of the month – Election day! 9th of the month – Votes tallied and the senators appointed. Senators work out any errors in the chosen proposal. 12th of the month – Senators announce the finalized solution and begin working on it. 25th of the month – Senators release midterm progress report and begin looking into next election’s core issue. If all goes according to plan, each month we will successfully tackle a pressing issue in UCR. Members will become more engaged in the election process, UCR’s culture will expand, and senators will actually have a purpose.

▣▣Article 1: Background The parties are a place for like-minded individuals to gather and collaborate on ideas. They will be their own social groups within UCR. Despite the fact that they might set people apart ideologically, we are still a family because we fight alongside each other, shoulder to shoulder. We will always have each others’ backs on the battlefield. As stated before, political parties essentially give a “face” to an idea. ▣▣Article 2: Structure
Parties will be liberally run, with the party PREMIER, otherwise known as party leader, determining the internal policy. A council member will be appointed to monitor the functions of the party but will not intervene. Those who affiliate themselves with the party may choose to run it in whichever way they please, so long as equal opportunities are available to all who wish to participate.
For each election, the party will assemble a “LINEUP” of senators, determining which senators will be appointed in the event that the party receives enough votes to seat some. The party must select members for its lineup based on three principles: long-standing service to UCR, dedication to party ideals, and leadership skills, which are vital towards carrying out the chosen proposal to its fullest potential.
The lineup consists of as many names as there are senate seats. In the event that a party does not have enough applicants to fill its lineup, it may select additional names to fill the lineup indiscriminately. Prospective senators who submitted an application must be considered prior to those selected indiscriminately.
Anyone may submit a platform to the party premier. The platform must properly address the issue and fit the party ideals. The party premier should hold a meeting amongst the party members to discuss ideas for the proposal, and the final platform should incorporate various ideas from multiple party members so that it better represents the interests of UCR and the party itself.
▣▣Article 3: Guidelines
For members looking to participate in a party: ▪ Take a look at the standard parties listed below. ▪ If you don’t know which to choose now, wait until you see their platforms. ▪ If you are repeatedly harassed about joining a party or your party selection, report the person to the DoJ. ▪ The parties are only for fun and to expand UCR’s culture - don’t get too worked up about the elections. ▪ You are free to voice your opinions about any party and engage in discussion. ▪ Don’t worry too much about party choice - you may change at any time. ▪ You don’t have to be in a party to vote.
For party officials: ▪ Be kind to everyone in your party and set a good example. ▪ Follow the ideals of your party. ▪ Don’t just recruit for your own party - teach them about our new system so that UCR benefits as a whole. ▪ If you want to become a senator, you’d better read through the entire Party section. ▪ Work hard and dedicate yourself to improving UCR in all aspects. It will pay off, I assure you.
For party premiers: ▪ Your position is given at the discretion of the clan. If you abuse your power, a new party premier will be elected. ▪ You are responsible for your party and everything that goes on within it. Keep the environment friendly. ▪ Make sure you get your platforms and lineups in on time. ▪ Do not be biased in picking members for the lineup. Ensure that hard workers are rewarded. ▪ Take ideas from your party officials - don’t write all the reforms yourself. ▪ Manage your party as if it were your own clan. Give it a purpose, events, culture, etc. ▪ You cannot please 100% of the people 100% of the time. If you cannot decide what to do, follow your party ideals.

▣▣Article 4: Forming a new party
You must be at least Mx to lead a party, but lower-ranking members may ask a Mx member to sponsor your attempt to create a new party.
If you would like to form a new party, you must first create an “abstract” of your party. Use the examples in Section 4 to help you create one. You must then consult a director to see if your party idea a) is sufficiently dissimilar from existing parties, b) is actually practical, and c) has no relation to RL parties (no democrats or republicans, etc.). Finally, you must create a petition for your party and receive 20 signatures within 7 days.
If you manage to complete each of these steps, your party becomes official and may legally compete in elections.

We have created a couple of parties that will help smooth out the initial process. These parties were designed to represent a wide range of UCR’s present interests and give members a fair selection of choices. As previously stated, additional parties can be made if a fair number of UCRians support it.

I myself was once skeptical of a party system, and new systems often take a few runs before we can smooth out all the flaws and get a well-oiled machine spinning. I expect that there will be some chaos at the start, but once the program is up and running, I know for a fact that this program will benefit the clan. We are solving problems, building culture, and boosting activity all in one go. UCR, forever strong.
