A thread on the "Killercorvette's envisioned concepts" series. Keep in mind, this is a looong read. If the devil is in the details, then this indeed is Satan reborn. I'd advise tracking it and reading a few paragraphs at a time if you have a low attention span, but other than that, it's no longer than a chapter in a novel.
The "Empire" is the name given to a very large government faction operating in Southeast Canada, New England, and the Northeastern United States. Their Capitol lies in the ruins of Toronto, Canada. (Now called "Ronto") They are comparable to an Eastern NCR. They control an area that reaches as far south as Cleveland (Eve City), as far west as Detroit (The Metal Yard), as far North as Ottawa, and their Eastern front stops at Boston, AKA the Commonwealth.
The Empire has survived by recovering old world technologies and restoring them, similar to the NCR. They have managed to clean lakes Erie and Ontario to an extent using this technology, and have set up centers for purifying their waters from radiation and muck. They have also used construction equipment to clear away destroyed buildings, and use their parts for new ones. Weapon parts, and uniforms for the military are produced and shipped across the Empire as well.
Aside from industry, the Empire is also well known for it's effective caravan systems and scavenging ops, but their strongest feature has always been it's military. The military is divided up into several divisions. The Guard Corps are responsible for maintaining law and order within the Empire and driving back outside attackers. The Army Corps are the main force, and are always the opening force in an invasion. The Elite Corps are Grand Marshal Sechet's specialty units. They serve as units brought in when the Army fails.
Other divisions include the Ranger Corps, who wear their iconic armor. They serve as a mix of scout and elite foot-soldier. The Shock Corps, power-armored juggernaut units who have both Army and Elite variants. The Army units wear common modified suits of T-45d armor and serve mainly as support. The Elites are much fewer, but wear modified T-51b suits. The main military uniform consists of a light grey jumpsuit reinforced with Kevlar and leather. All non-specialty units wear berets, color coding their place. (Blue-Guard, Red-Army, Black-Elite) The standard issue weapon is the R91 Assault Rifle for the Guards and Army, and the Type 93 Rifle is used by the Elites. Gauss Rifles are the choice for Rangers. Light Machine Guns are used by the Army Shock Troopers, and Miniguns for Elite Shock Troopers.
The Empire is an Imperialist Monarchy, with De'Saille acting as Emperor for the past 200 or so years since the nuclear holocaust. Rumors had been spread that De'Saille is an android, but these are only damage control devices so that new citizens don't overreact when finding out their leader is a ghoul. De'Saille has been called greedy by some, determined by others, but it's no argument that he is very ruthless and will not hesitate to use force to get whatever he needs.
In the pre-war times, De'Saille was an Ivy League history professor. Canadian born and native to Toronto, he taught at many American schools, including Harvard, Yale, Brown, Princeton, and many more. His specialty topic? Imperialism and Empires throughout civilization. His students only saw it as his special topic. He saw it as an obsession. From the Persians to the Romans. From Napoleon to American expansionism. From Genghis Khan to the British Colonies. He studied them as a child, and never stopped. He learned about his favorite Emperor's personalities and kept them to heart.
When Canada was annexed De'Saille, irritated at the American occupation, began active protests. His Charisma and speech skills often led to riots, which almost always ended with blood, considering the US's policies on protest. In Octorber 2077, the US Army detained him, on trumped up charges of Communist conspiracy and treason. When he was shoved into one of the many internment camps, he came across many Asian-Americans, "Hippies", and government protesters, like himself.
Troops were spread thin in the city, and little more than a squad were left in charge of guarding the camp. In the middle of the night, the prisoners (led by De'Saille) sneaked into into the guard quarters and neutralized any of them. With suits of combat armor and weapons, they broke out of the prison, stole a few transportation trucks, and hit the streets of Toronto. This wasn't a riot, it was a revolt.
Elite American Riot control units showed up on the scene, but the rioters were too numerous even for the most powerful water hoses or tear gas dispensers. After the Riot Police lost contact with HIGHCOM, It was decided that Toronto was lost, so the military fell back. The city belonged to De'Saille...for a few hours at least.
On the evening of October 23rd, 2077, atomic fire rained from the skies. It was no secret a vault had been constructed in Toronto, but this was only meant for the select officers of the US military. As the missiles and Atom bombs rained down, De'Saille stormed the vault. The robot defenders were quickly overrun by De'Saille's militia, and the vault was theirs. Many citizens wanted access to the vault, but space and resources were scarce.
De'Saille wanted to save them all, but it just couldn't be done. All women and children were given free access, and he regretfully had to refuse the men. Some told their families to stay safe, and accepted their fate. Others didn't take it so well, and were forced to be shot right outside the door. After the first atom bomb hit Toronto, the unlucky citizens scattered, and the big vault door closed.
After 13 years of living in horrid conditions, De'Saille and the other dwellers rose to the surface. Toronto hadn't been hit particularly hard, but the damage was still very noticeable. De'Saille's vault didn't have a G.E.C.K, but there were some units of industrial Rad-away to clean radiation off the ground, and several seeds to begin farming operations. An upper class neighborhood located near the vault was converted into a settlement (called Republic City), and civilization slowly but surely started to return to the Ronto wasteland.
As the years went by, Republic City began to grow. It had several caravan merchants, which proved to be a huge success with surrounding settlements. It soon got very well-known for it's large defensive forces, however. Visitors to the settlement always felt as though Republic City had been preparing for war. In a way, they were. It was no secret that De'Saille wanted to control all of Ronto and bring every last survivor into safety. Most knew his intentions were good, what they didn't know is how he would do it.
It is unknown how De'Saille was ghoulified. Some say he led a training exercise outside the walls himself, and there was enough radiation exposure to do it. Others say he willingly baked himself in large amounts of radiation daily to keep his rule forever. All that is known that immediately after he turned, he began mobilizing his troops. His prior knowledge of Imperialism came in handy, and several neighboring villages were taken with ease. By now, Republic City had grown as large as any large pre-war town. All able bodied men and women from 17-35 were required to fill out conscription forms. A new age dawned over Republic City. The age of Imperialism.
Over the course of many years, many outlying suburbs of Ronto fell under the Empire's control. One by one, small settlements bent their knee to De'Saille. Due to the conditions of the wasteland, force was used very seldom when dealing with territory. Many begged to be absorbed into a larger and more powerful faction. Others, however, resisted. These settlements were often too small to present a real threat, but they were nuisances all the same. They never lasted more than a few hours since contact with Imperial couriers.
Eventually, the actions of the Empire spread throughout the Northeast. Settlements wishing to be annexed often sent their own couriers to Republic City, passing on their sworn words of service to the Empire. Other, more stubborn settlements built fortifications and equipped their citizens with weapons. It didn't make much difference when the Empire swept through, though, and those towns were quickly absorbed.
As the Empire grew, so did it's problems. Many of it's new settlements were rowdy and violent. Some didn't uphold their responsibilities of sending conscription forms or cleaning radiation from it's areas. Large amounts of Guard Corps troopers were sent to under-performing settlements. Many settlements straightened out whenever they witnessed their towns being invaded all over again. Others fought, like they did before. The rebels were always crushed, and order was somewhat restored.
Ghouls, in particular, were treated with bigotry and violence most areas in the east. The Empire were perhaps the only faction to openly accept them. De'Saille, seeing the Ghouls as a golden resource seeing as most of them had no other place, moved them all across the Empire to serve as Bio-hazard specialists, Hazardous Environment soldiers, and radiation cleaners. Ghouls lived in comfortable conditions alongside humans in most areas.
Feral-ghoul infested Detroit (called "The Metal Yard" due to the large amount of automobile corpses) was taken by the Empire in 2195. The Canadian city of Ottawa, mostly abandoned but actually very much intact, was taken in 2212. In 2240, the city of Cleveland, now known as Eve City, was home to a large number of squabbling tribes and struggling wasteland communities. The wastelanders were more than willing to let the Empire occupy the city, but the tribes saw the Empire as demons (probably due to the dark overcoats and blue-glowing eyed helmets of the Empire's elite Ranger Cprps units, which always went in to scout first) sent to rob them of their homeland.
The Empire fought the tribals for years. The Empire had superior numbers, training, and equipment, but the natives had the knowledge of the land of the urban jungle. After 5 years, the tribals were nearly done. Very few fighters remained. The tribal warbands disbanded and scattered. The elderly, the non-fighting women, and the children always followed the warband, but since there was no warband, they had no place.
The Empire came across the largest mobile village. Grand Marshal Denton, De'Saille's right hand and Field commander, attempted to make the villagers stand down. Only the very old and the very young were there to stand, but they did. The tribals, armed only with spears and whatever guns they had left, stood against the Empire. Denton finally ordered that his leader in the field, General Waldon, gas the tribals with tear gas grenades. Waldon, having a known disdain of tribals, raiders, and any other kinds of "savages" to be unworthy, did not listen to Denton. He commanded the tribals to step down one last time. One of the tribals decided to throw a spear in the Imperial force's direction, as a warning. Waldon, in anger, ordered his men to fire on the helpless villagers below. Not a single man, woman, or child tribal survived.
The massacre was the official end of the Guerrilla wars in Eve City. Word of it spread throughout the Empire. Denton, angered at Waldon, had the general detained. De'Saille later had Waldon publicly executed, on charges of treason and mass murder. Many looked at De'Saille as a hero who did the right thing. Some, calling themselves "the genuine Imperialists" scorned De'Saille for his actions against Waldon who they viewed as a true imperialist for his actions in "purifying" the Eve City wasteland. Debates heated in public speaking houses. Some lead to violent brawls, which had to be stopped by Guard Corpsmen. Eventually, active protests broke out, which lead to riots and destruction.
De'Saille took action. The Genuine Imperialists were outlawed, and any member who didn't comply was jailed. As tension grew within the borders of the Empire, the outside world was still succumbing to it's growing influence. They began to spread east. By 2265, Buffalo, Rochester, and Hartford were added to the Empire's dominion. By 2280, the Empire spread to Rhode Island and eventually took Providence. By 2284, Imperial scouts reached Boston. The Empire's troops were thinly spread as it was, and it was known that the Commonwealth was highly populated, many of them hostile to the Empire. De'Saille was about to issue the order to pull out, but at the last possible moment, he learned of The City...
For 6 years, the Empire has had a presence in the Commonwealth. Operating out of the Boston Suburbs, they have been fighting the Institute for control of the City. Despite the competent command of Marshal Dubois, (De'Saille's third in command) no territory has exchanged hands. However, by the time of FO4, it is rumored that Denton's successor, Grand Marshal Sechet, is now heading towards the Commonwealth with his Elite Corps. Sechet, infamous for his brutal and cold personality, has been De'Saille's best commander for years.
In Fallout 4, The Empire is one of the factions you have the choice of siding with. Their goals (for the most part) award good karma since they actually want to help the wasteland. The Empire is the most common faction, and you could bump into them anywhere outside The City's walls. In the Commonwealth, they are based in Fort Vindication, a suburban apartment complex. It serves as the military base of operations and a town for Imperial settlers. If the player decides to side with the Institute, Fort Vindication is the location of the battle for the Commonwealth. For any other faction, Empire included, it's inside the walls of The City.
