Some changes suggested by President gmf34 have been made:
The Command positions are:
POTUS POTUS is the Commander in Chief / gmf34
SECDEF/DEP SECDEF Chief Military Advisors to the POTUS; Run the branch Secretaries(SEC's)
CJCS Highest Ranking Officer in the USM, Full command and control over all of it's Uniformed Service members, Minis the Branch Secretaries, which are subject to advice from the Chairman. Branch SEC's DO NOT Outrank nor are outranked by the Chairman.
Branch Secretaries
Branch SEC's Appoint a Branch CO(AKA JCS). THAT IS IT. Branch Secretaries Have complete Command and control over the branch besides Staff Changes and Deployment times/places. The only time Branch SEC's execute their Command and control is if a Branch CO/XO is NOT present. Branch Secretaries are treated as a branch CO/XO are along the lines of Adress/Salute/Respect, reguardless if in Command of Branch Forces or not.
Branch CO's
Formerly called Joint Chiefs of Staff. This rank has complete command and control over his/her branch,a dn is the highest ranking Officer in that branch. Is subject to orders ONLY from The CJCS and can be Removed by the Chairman with CONSENT from the Branch SEC.
Branch XO
Formerly known as Vice Joint Chief of Staff. Aids the branch CO in day-to-day operations and is responsible to help the Branch CO with branch functions
SEA
Senior Enlisted Advisor of a branch.(AKA E10) , SMA, SMMC MCPOCG, MCPON, CMSAF, SGTMAJSOCOM) Senior Uniformed Enlisted member of a branch, responsibly with aidng that Branch's training Command with that branch's BMT/AMT and BCT/ACT. Ranked as E10
Notes:
The CJCS is not subject to rule or critisizm By the Branch SEC's. Disrespect or insubordination by a Branch SEC towards the CJCS will be punished with loss of Job. On the Contrary, the CJCS does not execute Command and Control over the Secretaries, the Secretaries are the Chief advisors to the SECDEF/DEP SECDEF, and only execute their Command and Control when a branch CO/XO is NOT PRESENT. Branch Secretaries by pardon of the POTUS Can wear Military Rank. but now assume Command over the CJCS or any other 4 Star Uniformed generals outside their specified Branch.
The original Idea was to transfer the JCS to UCC, but that proved much to difficult of a transition during the beginning stages of it's execution, So JCS were removed all together and are merely renamed branch CO/XO. UCC Remaisn in it's current state with it's various Commands.
Overall Flow of Command as of 4 Feb 13:
POTUS SECDEF/DEP SECDEF CJCS -Don't outrank on another- BRANCH SEC-ASSUMES COMMAND WHEN BRANCH CO/XO NOT PRESENT BRANCH CO-Takes Direct orders from CJCS BRANCH XO-Takes direct orders from Branch CO BRANCH SEA-Executes Command and Control over branch Enlisted/branch Enlisted Training Programs.
I know alot of this is confusing, but it's a whole lot better then corrupt and incompitent people not having to do much to get a high position. Bare with us here. ~SECDEF

POTUS picks you Mr. SECDEF, you pick CJCS, CJCS picks Branch Guys (to lazy to find the new name), Branch Guys pick Assistant Branch Guys. |

| I think that the Marine Corps should be led by the secretary of the Navy, as in real life. The Marine Corps are a part of the Department of the Navy, after all. |

| Actually, the marines became their own branch. They're no longer a sub-division of the navy, but a sister-branch. |
