I use GIMP with all sorts of downloads like photoshop brushes, fonts, gradients, etc.

paint.net but you could download tons of tools if you want more tools |

'.NET has plugins as well. Such as, I use the icon editor a lot, which is a plugin. Although, .NET is Windows-only. Which kinda sucks. So a lot of the times I end up using InkScape. |

I used .NET for everything in my dA gallery, until I upgraded to photoshop.
