Click and drag the panel. Once you pick it up and start dragging it around, four arrows should appear on the sides of the screen. Drag your cursor onto the arrow that corresponds to the side you want the panel to be on. Doing that should make a four-way arrow pad appear. Dragging your cursor onto one of these arrows will show you where the window will go if you let go of the mouse while hovering over that arrow.
