There should be harsher punishments for people who abuse the guns, but as long as they follow the 8th amendment in the Bill of Rights in the U.S. Constitution stating "No cruel or inhumane punishments".

That is actually a great idea. Knock out rounds are almost the same thing except the person isn't knocked permanently.
