[-1-] Mission/Preliminary Information:
[Info:] The following system is intended to create a cohesive and connected upper command that is able to boast utmost organization and efficiency through specific areas of work and concentration. In doing so this reform intends to boost activity, pride in position and overall moral of the upper command. This system aims to fully and comprehensively arrange the upper command in the form of a hierarchy of positions. This hierarchy allows upper ranks to work in their areas of expertise, and at their level of ability while being encouraged to be productive, active and loyal through such strict organization.
The following system creates three basic departments, five branch departments, and one administrative department. The basic departments and the branch departments are each run by 1 O-9/JCS’s (for a total of 8 O-9/JCS’s) while the administrative department is one of oversight which is run by the President, the Sec. of Defense, CJCS, and the VCJCS. Each department contains a variety of other upper command members which are students and workers of their specific assigned department. While any assigned member can assist others or work outside of their department, this reform acts as a guide to increase overall productivity and efficiency.
If you do not have a Department position, you were not yet chosen for one. When USM grows more exponentially, Departments quantity will increase (technological/recruitment departments, excreta) ---
[-2-] Officer Excel (Main Entry)
Entering as an SCLD Officer in before a high-rank, you are to first complete the MR Course (featured in the mainstream guide) and to get the rank of Select Officer.
As you become a Select Officer, there are three easy and coherent courses you take, being trained by the Commander himself. If needed, but rarely, the Chief Executive.

|HRCT: High Rank Course Training|: |HRCT-1 (Prep)|: The word “Prep,” short for Preparation self explains this rank. You are preparing to be trained, and are mostly asked questions about your experience throughout SC, and how you plan to make it better as an upcoming SCHR. Mostly a question-course.

|HRCT-2 (Mentoring)|: As low-ranks are trained, here you are not trained, but mentored. You are turning into a Mastermind - the commander will teach you how to become a proper officer, and to safely train the members without any issues. Also considered prep, but second phase. Mostly a training-course.

|HRCT-3 (Initiation)|: As the first rank “Initiate” indicates you are to initiate yourself by completing the Basic Training Course, you are trained to initiate as an SCHR. You are ready, and finally initiating yourself for what you deserve. Final exams taken here. Mostly a question-course.

Extraneous positions are exempt positions, as you are exempt from a specific job but allowed to do broad based work in USM while maintaining a high rank.

[-13-] Upper Command Protocol
[Preliminary Info:] In order for the upkeep of this system to be efficient - certain protocols must be followed by all upper command ranks. Each director/head has a specific protocol he/she must follow in order to assure activity, cohesion and progression throughout the high command. These protocols include status updates, specific work requirements and the like. These protocols also include behavioral and actionary protocol for handling certain situations.

[O-5/O-6+ Protocol:] Every Sunday by 11:59 PM EST a status report must be submitted to the Sec. of Defense/President. This report must major actions the chief executive has taken in the last week to ensure progression and activity, it is to be a simple and unstructured status report at the discretion of the sending high rank. Though it should include specific information about what you have done in the past week, any milestones you have met and what you intend to go to upkeep your position and job in USM. Failure to send a status report or sending an inadequate status report may result in disciplinary consequences.

This system is one of many that will govern and dictate USM in the foreseeable future. Others include an organized and sectioned training reform, a mentoring/high rank promotion reform, a general promotion reform and an infrastructural guide. | Why are we letting a person who tried to rebel against us make the new Chain Of Command? Also, People such as the CJCS choose their VCJCS and JCS choose their VJCS, it is not picked by other people, although can be removed if that person is not doing their job properly. |

| Let me explain to you how the system in USM works, when the JCS get's fired/promoted/demoted the job of the JCS goes to the VJCS, so now that the VJCS is the JCS, the JCS chooses his VJCS, and the same thing goes for CJCS, the CJCS Picks his VCJCS and if he were to be moved, the job of the CJCS goes to the VCJCS and the he picks a new VCJCS, this allows the USM's chain of Command flow properly and allows changes to be made without issues. |

We are changing most of the rank(s) duties, JCS, VJCS etc, then returning to that system with a few minor changes. That we we can get a fresh start with a proper chain of command that is much harder to abuse.

| For the VCJCS position, we need someone who knows what they are doing. ClansandGuilds has no idea how to run things. I suggest someone like roblox757, X101, or Sniperguy23. They are all veterans who know how to run the USM efficently and know what to do. ClansandGuilds can't even wear the correct uniform, so how would he oversee the Joint Chiefs, the primary leaders of USM. |

So you think removing Corey is a good idea? And that Commando should replace him? And that all CG Chiefs of Staff should be O-6.

| I mean its okay but we're not like FEAR we don't have Director/Co-Director in the military.. but all in all its pretty good we just need to fix things up. Another thing please don't pick the people for ranks because Speed picks his VCJCOS I would like x101 to be VCJCOS but then I don't who will lead the Army, I think sith would do good. |
