By modern American standards, sure. But for most of history, 13 was about the age that girls were married off and started having children. |

Yes, indeed, but since you mentioned biology- A female will not be fully developed until between the ages of 17-21. Sometimes even later. A 13 year old girl can not be considered a woman. She can possibly be considered a young woman or a young lady, yes, but not a woman.
I'm nearly 19 and I can hardly consider myself a "woman"
