One of my high ranks is singular.
If you said "my high ranks are very clever" that would have been fine, but you put the full-blown "one of my high ranks..." line. Following your logic would also mean one would say "You is a good writer", because "you" is used in a singular manner.
But we don't say you is, just like we don't say he/she are. |

If you're just talking about the general use of "high ranks", then yea, it's plural. The way you used it in the title, and what was subsequently fixed, is "one of my high ranks". Regardless of intention behind the statement (short of premeditated confusion), you isolated a member of your high ranks, a single member, and the adjective following should emulate that isolation and stand in the singular tense.
