It is actually time spent logged in.
If my PC is on, I'm logged in, so I've had a steam rating of "10" since I've had a computer. |

No.. When I didn't play for some days. My rating would drop even tho im 24/7 on. It's only about how much playing hours you have. |

Strange, considering I have not played anything but dark souls for a total of two hours in the past month, and I still have a steam rating of 10.
Perhaps it is on a timer, and if you even launch a game, it resets the timer. |
