They would let you play it. Its just that certain retailers don't advertise the game that much. It was toned down.

publishers know full well that age ratings have little to no effect
they're starting to market the games to people below the age ratings

There is one reason why GTA San Andreas was rated AO
There was a mod called Hot Coffee that was spreading around the internet
I don't want to explain what it is
Soccer moms freaked out and thought that it was part of the game.
So they briefly changed the rating.

IN GTA IV. You don't really know what there doing in the car. All you see is it bouncing. Which a kid may or may not get.

Some games (The Witcher 2, for example) allow you to see it all along with a very mature storyline and lots of violence, but they are still rated M.
AO is only for gambling and games where the full focus is on inappropriate content. And sometimes games like Manhunt 2 which are EXTREMELY brutal and detailed.

| Actually, there was a minigame in it that gave it the AO rating. They removed it pre-release, for obvious reasons. However, the idiots at ESRB decided to change its rating to AO since hackers could get into the code and unlock the minigame. |
