| Still as far as I saw most had FEAR in second. Obviously people still care about numbers in clans than skill. |

There is no best clan. There are better clans, sure, but all are equally balanced with pros and cons.
For instance, between the common argument of Blank vs Blank, one might have a highly active atmosphere while the other keeps to itself most of the time, or one side's soldiers are few but highly trained, and etc. So it goes.
Saying one clan is the best is like saying one political party is the best. |

In reality, there are many best clans. Of course it will still depend on the definition of 'best' since clans don't naturally have a property that we all would agree on that makes it best.
However, if you were to say the clan that is the most active is the best clan, then yes, there is a clan that is the best. It's whichever clan is the most active (which is measurable thus making a clan out there the most active clan).

| Most rely on numbers now though. If they're judging by numbers then it would be different but skill matters the most in clans. |

Perhaps, it would depend on general activity compared to the number of people in the clan. For instance, RAT could be declared "active", but that's only because they have a lot of people. In reality, the ratio of active members could be surprising
Think, one out of every thirty members is active. To "Clan A", that's nothing, with a 30/900 active/total ratio, but to someone like "Clan B": 600/18,000. Six hundred is a lot of people.
In conclusion, technically Clan A is just as active as Clan B, but since Clan B has more members, it gives off the image that it's more active.
