So I have posted this before, but allow me to clear it up, clean up the post and preview it to help you understand it better- maybe even follow this for "the best idea for the moderation system"!
So I'm going to split this off into sections with simple lines, okay?

So we all know the moderation system isn't exactly smooth, I mean people have been banned for defending, saying something small and harmless and for crying out loud sometimes it's something they made a really long time ago! So here's my idea on how this could be re-formed and fixed to improve the system of moderation to keep everyone content with how it works.
So, I am pretty sure people are familiar with a game known as "Runescape" right? [If you're not, this has generally nothing to do with the game's lore or anything, so feel safe you're still involved!] Well Runescape has something in it's option where you can filter language, IE swear words will show up to people who have the filter as stars. My initial idea was to do this, except make it completely separated from the other chat channels. "Riker, how can they do that?" Take a look at people with safe chat, they have their own chat-channel, it's global output, but internal input. [safe-chatters can talk to everyone, but can't hear anything but their own safe-chat words.] See where I'm getting at? Let me give you an example here.
So Patrick and Garend have their chat filters turned off because they are 17+, Ryan is only 13+ and a harmless guest is stuck in safe-chat. The guest can talk to people who have safe chat and 13+ people, but not 17+ [I'll explain why later.] The 13+ can use safe-chat, but is allowed to speak freely with slight restrictions. The 17+ people are able to talk freely in every aspect, but like the safe-chat, only they can hear each-other.
Now to explain why 17+ have a sort-of private channel, if 3 channels are inter-twined at once, then it will cause mass confusion and just out-right annoyance. Nothing will really change though, 17+ people can't talk freely with 13+ people, and don't have to use safe chat. [seems a little ridiculous, but don't worry, there's more behind this!]

Now, about the people you don't want to hear, this is a little feature that adds onto the above "Section 1". If you noticed you have a leader-board at the top right of your screen at all times, so why not have a use for it? If you could select a player and have more options than "send friend request" like "silence player" or "vote-to-kick" or "report player", maybe that would make it easier! Silencing refers to not being able to see what the player is typing. [like muting someone.] vote-to-kick refers to well, voting to kick someone! If someone is abusing someone, there is an ability to vote kick [though I myself don't think this is a completely good idea.] and report player "But Riker, we already have that!", yes but being able to click the player's name and report them immediately instead of pressing ESC might be faster.

Now ban talk, no mods- not in the way you are thinking. I'm talking about unfair bans, and all the such in relation to! First thing is first, the filter for both in-game chat and the forums, should be used to FILTER things so it does no harm, not filter and then ban. If the item is filtered, than it did not reach anyone's eyes past the creator, so no punishment should be passed. [回Just going to clear this up, no 17+ foruming, it stays 13+.回]
Now what about those bans huh? they are super UN-predictable! What if I told you, you could go to account on the black-bar and you could check your moderation history? now wouldn't it be cool if this next idea was implemented into that? Are you ready for this idea? you better, because it's going to blow your mind on how awesome it is and make you wonder "Y ROBLOX NO THINK UF THIS!?".
So what I'm referring to is ban marks, I have two separate sections for NBC and BC users- to clarify things you will see BC in section 2.5. Now, ban marks is marks on your account that showcase what ban mark you are at. Let me give you an example: You have been banned for 3 days, you get 3 marks on your account, after your account is un-banned, for every 7 consecutive days of good behavior a mark is taken off. Ergo it would take 21 days [3 weeks] to remove those 3 ban marks. If a player has 0 ban marks on their account, the next 1 -to- 7 day ban will not be a ban, but a warning. Warnings add 0 marks to the person's account, rather just warn them not to offend [a simple reminder pretty much.] or consequences will be taken on their account. "what if the account got a 14 day ban before getting a warning, but didn't offend previously?" Then the player would get a cut ban, as in if the player committed a severe offense, but was good previously, they get a mild 7-day ban on their account. This gives the person time to think out what they have done to deserve it and not get warned.

Ironically, people complain about how BCers get away scot-free because they are BC. The only reason they get away with things so easily is because they paid real cash to get what they got, builder's club, so if they got the same ban-rate as a regular player, it could be taken to court as "fraud".
So here's my proposition for it, using the ban marks with a "BC" point. For BC players, it's the same 7 days for ban mark-offs. But they get more slack than NBC. What new features do they get? *2 warnings before banning starts **banning rates are cut and placed
*the reason they get two warnings before is because, yes, they paid- but this should allow them to realize more often. Message one consists of "you have been warned.", the second is "this is your final warning, change your act or action will be taken against you.", seems fair right?
**Banning rates are cut and placed? i confused myself here too but let me straighten this out. Instead of their bans being so severe, they get cut a little. goes from <. 1,2,3,4,6,7,10,14 ^this allows for more play-time with their BC account, and if the player has not learned their lesson, it can increase by a small amount.
Now to mention their ban markers, since they need theirs bigger. Their ban marker is increased to 72 or 75, remember when that number is hit, or exceeded, the person is banned. [this can be taken to court and testified against properly, the accuser had more than enough chances to clean up their act.]

Yeah there's more related to this, this is a pretty big one, but this entire post is huge. This is a little add-on i was thinking of that affects both NBC and BC equally [E Q U A L L Y], so read carefully.
If you remember the "silence" thing i mentioned earlier, this is related to it, except the moderation makes the calls here. If a player is being offensive [this would fall under harassment more than most] the player can be "temporarily silenced from everything", meaning no posting and no talking in game without safe-chat. How would this work? simple really, the moderators allow the player to access all of roblox's features [hat purchases, building, playing games ect.], but without typing [safechat is allowed.]
Here's how it would work: the "silence marks" are as follows [these do NOT add to ban markers.] 2,6,14,28,56,61 now there are a couple of differences between the two, ban marks and silence marks. Ban marks work up to a perma ban after several marks, the silence marks are just daily bans pretty much. You could play games, but for the amount of days you got, it would just make it to where you can't talk pretty much. Seems fair right? able to play your games as your main, can build, look at the catalog and buy that new hat, buy builder's club- whatever.

Now I know what you are thinking "Oh Riker, don't copy youtube!" But this is for the USERS! [yes you!] If there is someone harassing or being a complete derp, thumbing down his comment enough will HIDE it, yes HIDE it. "this comment was voted down by a majority of people, view at your own discretion." How does it sound?

Now I know what the admins are thinking "we want to, but child labor laws prevent us." Yes, I understand completely, now what about this? We [the people of the forums] elect yearly a volunteer mod! You find the one who is actually of legal age and then you put the people who are suitable, and the top 5 get made into mini-forum mods or mini-mods!
"Riker, what if they abuse their powers?! What were you thinking!?" Then the REAL mods shall show zero mercy by perma-banning AND IP banning the person who is abusing their administration powers! The person who is banning can put a moderator's note and it will be passed to a mod so they can see why, and decide if the ban should go through or not, this will allow for the mods to focus on bigger things and then near the end of the day, skim through and read the moderator notes of some bans.

Now if you've played a game called "League of Legends" you'll know what I'm talking about when I say the Tribunal. The tribunal is a place where people that are 20+ [experienced players] go to pass judgement on other people. First it goes to the tribunal, which people decide if the person is guilty, or not guilty. If the person is guilty, then they send it over to the administrators who view each case and decide the ultimate fate of the person. I think something relative to this should come into play, but not just for any 'veteran badge' people, oh no. Make a new badge where it says something like "extreme vet" and the person has a long time playing, like 3 to 5 years of experience.
Maybe, I don't know too much about this, though it works REALLY well, I've managed to perma-ban 2 people and ban about 6 others!

Anyways, i stayed up all night and need to go to sleep pretty much, but I'll proof-read first and move along. Things to note: If you allow the language filter, mods can pin down verbal abuse to harassment, instead of just saying a word.
The LoL tribunal is one of the better moderation systems out there.
