I have sent this to info@roblox and they said they like the idea and the best way to make the developers hear it is by posting it to S&I. So here the forum is and I hope that an admin sees this!
Commonly when users get a ban that's Temporary a user gets it, knows not to do it again, and switches to an alt. The Account Deletion is harsh but sometimes can cause users to rage or quit ROBLOX. Sometimes they just make an alternative account but continue to do bad things.
Solution: In are occasions when a user continues to offend after getting his/her account deleted, it is an "IP" ban.
Q. How will they know that the account offending is the same one they banned? A. The same way they can ban them forever, by the power of I.Ps
I seen a video of someone being banned from ROBLOX but in the video it said "The Create Account button has been disabled." I don't know if that actually happens because I never WAS with an account deleted and I don't plan on getting one, but it could be possible that with the IP ban idea it could prevent repeat offenders.
Q. Who else uses the IP strategy? A Banning the user's IP address? Many websites have done it (Some even in competition with ROBLOX) and examples of these websites are:
-Wikia.com -Minecraft
In Wikia you can be banned by a Wiki's administrator, and if you try to still do offense without being on the banned account they ban the IP address. In Minecraft the way a user connects with other users is by using IP addresses, and can tell if a user uses an alt to try to use the "Free Demo" twice.
If a ROBLOX User is reading this and thinks this idea is horrible, just think of this: Would you like less of the community going wild about the infamous Jared Valdez? Better yet, for it to stop altogether?
If this idea was implemented into ROBLOX we could have a friendly community and keep ROBLOX the fun, awesome online community it is!

I didn't read it fully, so ignore me if I skipped an important part, but, doesn't ROBLOX already give out IP Bans?

| I support. However, It can be bypassed. Some people, like myself have dynamic IP's. This poses a problem that if the IP has been changed then they will have to be found again and re banned. |

I thought you couldn't get on the ROBLOX main site anymore when you get banned (so you can't access www.roblox.com anymore, or at least you'll only see the banscreen)?
