it has to do with wind currents
in a desert those are called dust devils and i've seen them called whirling dervishes(which are a type of dancer that spins around) among other things

Where I'm from it's commonly know as a Dust Devil. It's the building changing the direction in which the is is moving.
If you were to flood the area and create a water flow the same thing would happen.
