we will use my Poland-Russia modern example from Supreme Ruler Cold War Let's pretend that you are running out of money in the treasury. What do you do?
A. Raise taxes and lower spending B. Decrease you military C. Steal from your protectorate
If you answered "C" then you are correct! I went from $8,000,000,000,000 in the treasury to $65,000,000,000,000 in the treasury! Thanks Russia!
Okay, now let's pretend that your new protectorate is more advanced then you. What do you do to catch up?
A. Offer them money for technology B. Steal everything from them and leave them with nothing C. Make your scientists work harder to catch up

Again, this is from my example in Supreme Ruler: Cold War on the modern world mod.
I played as Poland and was nice and all then Russia got all mean and said "lol look at teh baltic countries i want u guis again"
So Russia declared war on them and took Lithuania quick, then me and the rest of Europe got our armies together and beat the living crap out of the Russians. I made Russia a protectorate (I did the brunt of the fighting) and Latvia annexed all of Russia from St. Petersburg to 50 miles west of Moscow. |

why not keep taxes the same and lower spending or raise taxes and keep spending the same |

Because in most countries like Poland the spending is already extremely low. If you lowered it any more your literacy rate would plummet and your crime would go way up.
If you raise taxes and keep spending the same your people will hate you, and you will be forced to take control of the government with your military in the next election. |
