College of Cardinals Recommendation to Pope Constantine II
Section 1 (Priesthood)
Ordinations
1. Establishment of the St. Charles Seminary, The Diocesan Seminary for the Archdiocese of St. Paul. And the re-activation of St. Matthew's Seminary.

2. 3 Hours of Seminary Formation before being accepted as a Seminarian.

3. 3 Hours of Christian Doctrine, Introduction to Philosophy, Catechesis and Catholic Faith Strengthening Before Being Ordained as a Deacon.

4. 3 or 72 Hours of Theology Instructions, Human and Spiritual Formation, Pastoral Formation and Canon Laws.

5. 30 Minutes Evangelical Missions to gain members before Ordination to the Priesthood.

Section 2 (Elevation to Bishopric Positions)

1. 2 Hours of Integrated Theology, Canon Law and Philosophy.

2. 1 Hour Evangelical Mission to games.

3. Appointment to a Diocese (Titular or Ordinary)

4. Appointment as Secretaries to Curia Officials.

5. Appointment as Auxiliary Bishops.

6. Appointment as Nuncio/Ambassadors.

7. If a candidate as bishop is not assigned to any of numbers 3 to 7. They shall become Honorary Prelates only, With the title of Monsignor.

Section 3 (Installations as Archbishops)

1. Must have Doctorates in 1 or more fields, Theology, Philosophy or Canon Law.

2. 20 Minutes of Evangelical Missions to Games.

3. Must be a Nuncio.

4. Must be a Priest.

5. Must be appointed to an Archdiocese.

Elevation to Cardinal.

1. Division to 3 Ranks of Cardinals.
1.1 Cardinal-Deacon
1.1.1 Cardinal Deacons must be assigned to titular churches, and must be a member of the Roman Curia or a Retired Priest.

1.2 Cardinal-Priest
1.2.1 Cardinal-Priests are Cardinals from Major Dioceses in which Archbishops/Bishops are Cardinals. Or they could be Cardinal-Deacons promoted because of long term service as a Cardinal (2 Months)

1.3 Cardinal-Bishops
1.3.1 Cardinal Bishops are the Most senior of the Cardinals assigned to Major Offices (i.e. Dean of the College of Cardinals, Vice Chancellor, Papal Secretary, Vicar General and the Sub-Dean of the College of Cardinals.

2. Cardinals must be ordained bishops.

3. They must posses characteristics of Humility, Self-Denial, Gentleness, Patience and Christ Centered.

4. After 13 Months of Being a cardinal. A cardinal losses his right to vote and be elected as pope this is to give chance for younger bishops to be part of conclave.

5. Contrary to Section 4, Cardinals can only be removed from the College at their death in the group or leaving the group.

Pontiff.

1. Must be a bishop upon election.

2. If not a bishop, the Dean of the College of Cardinals will be ordaining him as bishop.



Section 2.

PAPAL CONCLAVE

(Death, Retirement of the Pope)
1. Upon the Death/Retirement of the Pope the Dean of the College of Cardinals must inform all Cardinals and the Whole Vatican upon that time.

2. The Vicar General of the Governance of the Papal States. Must oversee the orderliness of the election. That this must not have political agendas.

3. The Secretary of the Pope as the Papal Chamberlain, the governance of the conclave must be upon him and the Dean of the College of Cardinals.

4. The Conclave must start after 48 Hours of mourning and services. Though an allowance of another 24 hours will be allotted for all the Cardinals to vote.

5. To elect a Pope. he should garner 2/3 of the total numbers of Cardinals. If not, if failure to comprise 2/3's of the Cardinal-Electors another ballot will take place.

6. Failure to Elect a pope after 9 Ballots, the result will be made as a Majority Vote.

7. ONLY THE COLLEGE OF CARDINALS WILL VOTE. Failure of a Cardinal to attend a conclave is not a loss. If he comes late, he shall be admitted.

8. Continuous failure to elect a pope after 15 Ballots will call for a comprise on candidate.

9. Still Failure to elect a pope at the 20th Ballot the entire congregation of Bishops shall vote.

10. A Media-Blackout shall ensue during the papal elections.

Announcement.

1. The Dean of the College of Cardinals will ask the Pope-Elect of what name shall he be called.
(In case that the Dean is elected or un-able, the Sub-Dean or Senior Cardinal-Bishop in this Case, Cardinal JD. will ask the new pope)

2. The Senior Cardinal Deacon would announce the "Habemus Papam" in Latin.
(In case he is not available the Sub-Dean shall announce)

3. The Pope shall then appear to the public to give his blessings and message. That will be published afterwards in L'Osservatore Romano.

(This is just a shortlist.)
