It's basically a section of the internet that search engines don't crawl, and that is around 400-500 times larger than the surface web is.
It basically contains anything that you could possibly look for, including stolen goods, illicit services, leaked documents, views into theoretical and edgy research, and much more.
It's cool. Extended stays are not recommended.

Look up the Tor project. T-o-r. It's how you browse around, and it fully encrypts you.

If you've ever seen (or read) Angels and Demons, consider it like the path of illumination.
There are tons of secret and cool things on it, but as the internet grew, certain sites died. Therefore, parts of the path are dead; and you have to use directories to find certain things.
Just to throw this out there...
You know those cables that Wikileaks released? The Deep Web had them YEARS before Assange profited from them. |

It's not that they don't dare to, it's that it's practically impossible to.
They all use the extensions, ".onion", which was an encryption project developed by the US Navy. As well, many of the sites don't link to anywhere else, and have really LONG and hard to remember names.
Stuff like this:

It depends what type of stuff you want to stick to.
There's tons of cool and helpful (all specialized) material on anything you might like. Tons of stuff that NASA puts on, mission archives and things like that?
It's on the Deep Web.
US Government releases under the FIA and sometimes not?
It's on the Deep Web.
Essays, reports, free books, entire library archives?
It's on the Deep Web.
Let's consider what's also on the Deep Web....
CP, which you mentioned, assassins for hire, gambling sites, illegal substances, and tons of other stuff.
Don't let the bottom part bring you down, for you actually have to look for that kind of stuff, or just have curiosity bring you to it. |

I use Tor, personally.
I've used it to get access to some research papers, the casual reading about leaked corporate cables and government cables. (most are benign, i have found around one or two that are interesting, or could be used for insider trading).
Other than that, not much.
I'm not to eager to end up in trouble with the law, so I stand clear of that kind of stuff. |

You use TOR, but remember, if cops ever find this on your computer, you are going to jail. This is way more serious then having 1,000 pirated games and movies. WAY MORE. But they probably won't be able to track you back because the browser itself hides you.

Tor in itself, isn't illegal. If you inadvertently got into the wrong site, it is an affirmative defense to prosecution if you exit out and inform appropriate authorities. All the sites that I have come across that are inherently illegal, I sent emails to FBI divisions handling that kind of thing.

Internet Gambling = Illegal
Stealing copyrighted material = Illegal
CP = ILLEGAL
