If you mean +-/* as the signs I'm fairly certain it can't be done after brief though.
If you're allowing arbitrary powers then your question is badly formed because we can just take log_7(18) or something like that and use it as a power and we're done.
If you do allow only integral powers then there's probably a solution which you can get something like this:
(7^n + 7^m) / (7^a + 7^b) |

Nifty corollary: with four of any digit 1-9 and no other numbers (but any math sign/symbol), it is possible to write an expression which evaluates to 11. Anyone see how to do this?
