You, the genius extraordinaire, have been given the task to reduce the world population to a measly 3 billion - and, if you can, try to maintain the population to be relatively 3 billion.
You shall explain these selected things: How you will reduce the population of the Earth; Why have you come to such a conclusion; Why your solution works; And any other thing you may want to add!
NOTE: Reasons for this task, NONE! You decide, be it not enough resources, or space, etc. |

I would start off by wiping out all the Scripters just for the lulz.
Then, I would detach the Asian landmass off the Earth and plant it into Mars, which I would have already filled with enough oxygen and increased the temperature by pulling it into Earth's orbit.

I'd first allow families to only have one child, and force the parents to become sterile after their first child to guarantee they cannot reproduce again (however, it would be a reversible sterilization, something that has actually been successfully done by Indian doctors. This is in case the child dies at a relatively young age and the parents want to try to raise another one). Since this means there's less children each generation than the previous one, it will reduce the world population, though possibly quite slowly. However, since there is no time limit, this should be acceptable. After the population gets to about 3 billion, turn society into that of Brave New World, so that reproduction is not handled by families but by the world government and is completely industrialized. This way, the world government can maintain reproduction at a steady rate to keep population at 3 billion.
I feel that this is the most humane way to achieve the task. Would anyone like to disagree? |

Assuming the following: I have unlimited power (within the realms of human technology), but am tasked with keeping the remaining people happy, and not protesting after the population is reduced. I have a time limit of 100 years.
A. Create a random number generator which only repeats itself every 2^80 or so times. I then assign a random number to each person on the planet. This is highly publicized. B. Initiate a government takeover of all forms of media. C. I then use a far less objective system to determine who survives. The random numbers have no effect whatsoever. Kill everyone over the age of 60 whose IQ is not in the top 2%. Kill anyone who is too infirm to work if not in the top 1% of IQ. If over 3 billion, then sort by IQ. Take only the highest. D. Everyone not chosen to survive would be sent to a work farm to produce any resources needed for as long as they lived. A kill chip, as it were, would be implanted into their brains in order to quell uprisings; also, all would be sterilized. In addition, a small number of the less intelligent ones would be selected as a police force, to implement the rest of the plan. E. While the 4 billion are working and dying, the remaining would be sent to another center, in which they would learn one common language (whichever is the most common), and would force them to create the next generation, which they would teach. F. Once one hundred years had passed, I would apply the formula used in C to cull all the children of the chosen group. For future use, kill-chips would also be placed into the remaining 3 billion's brains.

That only helps my case, and still leaves mine as the most humane in this thread. I challenge someone to try and come up with a more humane way of doing it. I think the only disagreeable part of it is the Brave New World type of society, as if any of you have read that book you'd know that no matter how much of a utopia it is to the people living in it (except John, but he was forced to stay in it), it's still a pretty scary society by our standards. |

While your method is humane, it works due to the fact that some people won't conceive children - however, that becomes its downfall. However, even if it does not fall, you still have other problems such as certain diseases. An improvement would be this:
Everyone is temporary sterilized, every new born too, and for a couple to be able to conceive, they must apply to a special organisation. This organisation will award them 100 point, and as it goes down their history and records, be it medical, they will remove points for anything deemed bad. Certain things such as a diseases that can be spread, and things such as hereditary defects will stop you from being able to conceive. Bad things in your history, such as prison time, will remove points from your score - not to mention that the 100 points is a joint score between the couple. Any below the score of 35 will be unable to conceive.
However, during times when we need more children, the score limit will be increased accordingly to allow more people to have children, or we allow certain people with exceptionally high scores to conceive another children if they wish to. |

| @NightName: I like that addition. Artificial selection would also help in advancing the humane genome, so removing things considered dangerous to the human populace would be stopped thanks to your suggestion. |
