Get a new graphics card, or take out some software you don't need. It should improve.

This actually isn't that helpful. If you want to improve your graphics, you have two ways to go; bother yourself with getting a bunch of software/delete files/allocate all memory to one game at a time *or* get a new graphics card.
I suggest you try first seeing if you can live with your graphics card with low resolutions. It will probably still be laggy though, because I used to have a crap GPU like that. So if you can't fix it with software/deleting files blah blah you have to get a new graphics card. If you are even a mediumcore gamer like me, you're better off getting a new one anyway.
Now don't go buying just anything, because you might end up with something even worse than you had before, even if it's cheap. I went as cheap as I could without getting something too bad; nVidia GTX 550 Ti. Decent graphics for its price (about $100). You can also try going with ATI Radeon graphics. Just do some research, you should find what you need quite easily. Oh yeah, and make sure your PSU is strong enough to support whatever GPU you want to get.
