My guess is that when he dropped the coins, five slipped out of the bag. (him being right on that some were missing but Ming did not take it)

The answer :
Zeng was missing a money bag indeed, but the bag he was missing had 30 coins in it.
The money bag Ming found, had 25 coins in it, and since Ming didn't take money from the bag, that means that...
The bag that Ming found was not Zengs missing money bag, yet it was another travellers money bag that dropped it.
And since Ming couldn't find the owner, Ming got to keep the 25 coins and live happily ever after. |

| The bag that Zhen had lost ad had gotten returned was not actually his bag. Since he was doing things wrong, he probably left it somewhere at his house. This bag was of another person. |

this is a stupid riddle. we would have known about the other merchant if it was a riddle that made sense. thus, the riddle could have hundreds of different answers and you chose one possibility.
