Currently, I'm working on the first quest the player encounters. The problem is, everyone is trapped underwater. The whole game is going to feature this element. One problem: how should I implement cut scenes?

You're stuck underwater, and cannot reach the surface whatsoever due to the limited resources and amazing pressure.

There should be a tutorial.
Do you know how to make GUI's that appear when you step on them? That's useful for a tutorial.

You're making an RPG based entirely underwater, and the only problem you see are cutscenes? There's a lot more to it than that...

Ninja is correct. You need to build maps and shops and such before you worry about cutscenes...

I'm fine with making maps and shops; that's quite easy.
@Ultramax,
Yeah, the only problem is I don't want to make it a pathetic copy of Atlantis, and yet, what's underwater? |

Should I have an evil enemy organization which keeps people from getting to the surface so that they eventually die and get looted?

I actually never knew that game existed until now, anyways, I don't plan to make it anywhere near a FPS.

How about you add a surprise ending? Maybe when the person finally reaches the surface, they're in a cave which exits to another body of water. Or maybe the player never escapes? These endings could lead to a sequel.

@Purely,
Yeah, I was thinking along the lines of that because in an RPG, you don't want the player to stop playing, so you need to make it so that IF they win the game, there are still several reasons for the player to keep playing. |

What kinds of ugly fish do you want adventurers to brawl with? Angler fish? Electric eels? Random pokémon? etc.
