There is a function that creates one; it's not very clear, so most people will make their own.

I do not think you can use ScrollingFrames through normal scripts yet. Since they are part of the RbxGui library, they cannot be accessed by the security level that script's possess.

| You can use the :CreateSlider() method, so you should be able to use this. |

Ah, then it must have been released. I'll go edit the ROBLOX wiki, since certain parts still say it has not been released.
