The UCR Reinvention Reform is our next stage of organizational development. This represents what could be the final major rank-based transition if enacted successfully. UCR has had, in its history, a dictatorship under the first early leaders, a pseudo-republic under benblue9 and trick555, and, under me, a true democratic-republic. We have witnessed the many upsides and downsides of the election system. Members were given hope and inspiration towards the pursuit of a high rank, and elections made this possible. However, as we saw many times, corrupt or incompetent senators were at times elected, causing chaos. The next stage of UCR Government is the “Meritocracy,” or a hierarchy based directly on competence. With this in mind, I present to you:

✪[PROCESS A // Reassignment of the High Ranks]
The first step in the reform was the reassignment of all high ranks, setting all of them at Contractor and leaving only a select few at Directorate. The current Directorates are almost exclusively comprised of those who were ranked at Cabinet or higher in the UCR Council group prior to the reform. Contractors are a mix of councils, senators, and officers who deserved high ranks. There were no real “demotions” given out during the reform except for inactive senators who were placed at officer.
◆{SUBSECTION 1 // New Roles}
With the new rank changes come new roles.
Because all ranks will now have much more interdependence and cumulative levels of oversight, it would be much clearer to begin with the rank of “Officer.”
ALL high ranks should ALWAYS act mature and intelligent while in the line of duty of UCR. Failure to follow conduct procedures can lead to the forfeit of rank, no matter how high.
⋆ —Officer— ⋆ Officers will now have the responsibility of managing and reporting on low ranks. In future reforms to come, their exact role will be explained. The Officer Exam will remain in place, and will likely be amended to reflect the new government changes and new ideas about leadership. ALL OFFICERS will be required to join the UCR Council division or thereby forfeit their chance for a promotion. The main determinant of an officer getting to Eligible Contractor is whether he or she has the ability, the motivation, the creativity, and the dedication to serve the job of an Eligible Contractor. This will be determined by the Officer’s performance in the aforementioned subject of future reforms that will be explained in the coming week.
⋆ —Eligible Contractor— ⋆ Once an officer is deemed ready for a high rank position, the officer will be placed at the rank of Eligible Contractor in the UCR Council group but NOT at Contractor in the main group. At this point, he should formulate a comprehensive plan for his Branch and submit it to a Directorate for approval. The specifics of branches will be explained in the next subsection below. If you desire to learn more before reading about the rest of the high ranks, skip to it now. Eligible Contractor is, in essence, a temporary position. Once the Branch has been approved, he will be promoted to Contractor and assume full responsibility of the management of his Branch.
⋆ —Contractor— ⋆ Contractor is arguably the most revolutionary type of rank and role ever seen in a clan. Never before has a high rank in a clan been based upon the principles demonstrated within a secondary division. Continuing, the Contractor’s role is to manage a branch of his choice or a branch that he was assigned to by the President after the dismissal of another branch leader. Contractors, in line with the definition, are high ranks who run their own branches that provide essential services to UCR. They shall operate their branches, choose their own branch officers, and be responsible for the success of the branch. Weekly, they should submit reports of their activities to the Secretary with the position most related to the branch. Contractors will soon be able to promote.
⋆ —Directorate— ⋆ Directorate is the most prestigious rank in the UCR main group. The roles of Directorates will be to observe branches and ensure that they are running smoothly. Directorates will also handle most divisional recommendations, such as Black Shield and Bastion. The primary responsibility of Directorates, however, is to devise future UCR policy decisions and help with their enactment. DO NOT EVER ASK FOR DIRECTORATE OR ANY OTHER HIGH RANK. IT WILL LOWER YOUR CHANCES BY 50%.
⋆ —Secretaries— ⋆ ⇨Development: The “SecDev” manages all creative works in the UCR. This includes building, scripting, graphic design, advertisements, and the recruitment of those who have expertise in these areas. The SecDev is also vital to the running of UCR Bastion, the division that these expert recruits file into. ⇨Defense: The “SecDef,” on the other hand, runs all the destructive elements of UCR. He has foremost authority on issues relating to war and training. Black Shield is the SecDef’s main division. The SecDef is also responsible for espionage, mapmaking, and raid coordination. Raids, defends, trainings – all these are the jobs of the SecDef. The SecDef is generally one who is skilled in combat. ⇨State: The “SecState” is the foreign affairs and internal policy head of the United Clan of Roblox. The SecState determines allies and alliances that the UCR participates in and will often make visits to other clans to promote strong allied relationships. In terms of internal policy, the SecState handles member relations for the UCR Government and should always
⋆ —Vice President— ⋆ The Vice Presidents of UCR consist of the best leaders in all of ROBLOX, loyal and dedicated to the clan. These are the potential successors to the clan. Few will ever attain this rank. It takes months, even years of service to the UCR to get VP.
◆{SUBSECTION 2 // Branches}
Branches are the newest manifestation of the guiding UCR principles: Efficiency & Effectiveness, Activity & Ability. Using the idea that incentive drives motivation, the branches work to create an environment where the high rank will be eager to see the success of his or her branch.
⋆ —Creation— ⋆ Once one achieves the rank of “eligible contractor” he should immediately begin brainstorming various ideas for his branch. Necessary items for the creation of a branch include a name (the name should not have “division” or “branch” in it), a purpose (what are you trying to accomplish?), a logo, recruitment methods, and a plan of action for at least one week. Once this has all been compiled, the details should be sent to a Directorate for approval. The Directorate may propose changes to the branch. If the Directorate gives permission for the branch’s creation, the Eligible Contractor should then message me the specifics, the name of the Directorate who approved it, and the logo, and then buy the 500 R$ Branch Creation Fee. I will reply with my approval and the branch logo complete with the “Official Branch” sticker. The fee provides the necessary incentive and goes towards UCR ads and technology purchases. NBCers may colead a branch or be appointed to head a branch without having to pay a fee. Once I have replied, the Eligible Contractor should create the Branch group and set everything up.
⋆ —Organization— ⋆ Branched will be organized in the following way: Members will join the branch and work directly for the branch owner. The Contractor is 100% responsible for his own branch, and may be removed if he is inadequately serving his branch without refund of the 500 R$ fee. The contractor may appoint any UCR member of rank 6 or higher to “Branch Officer,” or someone who has important influence in the function of the branch, just like a normal high rank. Branch performance will be overseen by Directorates. As mentioned before, contractors should report of the activities of his branch each week to the Secretary most related to his branch’s purpose. The rest of the branch functions should be completely independent. They may be exclusive or inclusive, have their own allies and enemies, raid, train, defend, build, party and do other activities at their own discretion.
⋆ —Benefits— ⋆ Official Branches will receive special benefits at UCR Forts. Branch members will be labeled with the branch that they are in when they go to ORION or other forts. At upcoming new bases, branches will have their own specific sectors and even special rooms that only branch members can access. Being in a branch can give quite some prestige, especially if it is an exclusive, elite branch. Also, Branch Officers will have greater power than normal Officers.
✪[CONCLUSION]
I hope you will bear in mind the intent of this reform – the creation of a meritocracy. The most skilled and the most loyal WILL be the most successful.
Additionally, all those currently at contractor now have one week from 2/4/12 to prepare their branches before they return to the officer rank. They will keep their eligible contractor status, however, and may create a branch and receive contractor once more at any time in the future.

| Thats good that the Contractors can get thier promoting and demoting powers back. It sucks that when I held a training I need to send a PM to a Directorate tor promote them. |

Great work TDFall sir! I love the reform and the contents of it. I think this document will be a crucial part to the future success of UCR and her ranks (Countries are referred to as females, so I thought why not UCR :P) in the years to come. CODsniperkid/UCR Officer |
