what are things to consider when building a new place from scratch to make sure there won't be lag in the place ?

Depends on what you want.

High detail place -> Small place/Low scripts
Small detail place -> Big place/High scripts

it will be a place with quests,arena,npc's to kill,guess I will have many scripts,
and is using terrain will affect this. . my last place was missed up of lag because of the terrain I added ,, but yea it got alot of things.
so I don't wanna repeat this

and does fog help to reduce lag ?
or does it actually increase lag

Most people say fog doesn't render bricks, but that's not entirely true.

Fog creates a coloured silhouette of the bricks around the bachground skybox, meaning that the shape still renders. Although not as much without fog.

Also, to reduce lag, make all bricks smooth surface, anchored and plastic. As well a group large sections together.

Keep brickcount down as much as possible, use smooth plastic pieces to build with. Using large meshes to replace small bricks helps.
Pile a bunch of bricks 6-7 thousand grouped into 100's in the corner of your game,until you get lagg, then start removing as needed.
Terrain doesn't cause lagg unless you are creating patterns in it. Each terrain block only renders the sides you can see, when 2 blocks are together the 2 sides that connect are not rendered.
I'm building a city that is mostly terrain, it will be out in march and free to the public.
Make sure your scripts are error free, keep in mind that moving parts cause most lagg. (vehicles,rotating signs,and zombies)
Use Insert/object/part instead of pre made pieces,(premade pieces have sounds and textures that can cause lagg.)
