When the industry disappears, what causes the services to move into town and not turn the place into a ghost-town?

People who already work in the service industry stay, and they themselves need to be serviced.

People move in for jobs in manufacturing or harvesting natural resources, service and sales industry moves in to service those workers, manufacturing and natural resources disappear, people are left with the money from those industries, and take jobs at Walmart and buy everything from Walmart in return, and so then the money is circulated between Walmart and it's employees with a small percentage of which going to Chinese manufactuers every cycle. Pretty much.
