VS is too complicated in my opinion. C:B and Dev are lightweichted and user-friendly.

VS is the best among the three. Code::Blocks is a good multi-OS solution, so if you are looking for that, it can beat VS.
Dev C++ is laughably bad. T-down.

Code::Blocks isn't really even comparable to MSVC. MSVC is a real full-featured IDE, whereas Code::Blocks is really just a thin-wrapper around the compiler for someone who doesn't wish to use the command line (it has code completion, but the code completion not very robust, and does't work for non-trivial code-bases like boost). |
