You could add a ChildRemoving event in their characters to detect when the child:IsA("Hat") and respond appropriately.

You can remove hats when they enter Workspace.
You can't FORCE them to not drop the hats though. Unless you took the handle, and welded the hat to the head. |

| Hats are normally welded to you head. I doubt that will change anything. |

Golden, if they're not named 'handle' and their parent is not className "Hat" then you can't drop them.
It's like welding a brick to a player. |
