Greetings, Vaktovian Army Corps, Cadets, and fully fledged vaktovians. I am Level 3 cadet toninator2000, a loyal member to vaktovia and her emperor. Some don't like me, some do, but lets not put labels in our association, and continue with my presentation. Recently, I have been learning about society and government, science, and mathematics. I have also been reading a lot of books, and have gotten ideas popping up in my brain. I have the intentions on expanding our combat and tactical views and education, which would ultimately increase our efficiency. [All of this information is not final, edits may be made]
Section 1
Now, I have set my mind on three main things : Combat,Tactic, and Behavior. You see, these are major points or fundamentals VAC and cadets need to learn. For example you could have lots of grammar and respect, and be a good soldier on the battlefield, but you could charge at a squad of four people armed with miniguns and become swiss cheese! Obviously, we don't want this to happen. You could be tactically and combat smart, but be very disrespectful and no grammar, making you a bad vaktovian army corp or cadet. Therefore, it is essential VAC and VC (Vaktovian Cadets) learn these fundamental things.
Now there is a concept I would like to introduce, some may like some not, but is a logical choice. The VC are in charge of running trainings and education, while VAC are used as numbers. We use these numbers to overwhelm the enemy. Really, there just outsider help, trying to get inside. The way I see it, we don't need to teach numbers, we need to teach cadets! My conclusion is that all trainings be restricted from the Vaktovian Army Corps, and given to VC. That way, we can focus on more valuable members, and not people who will likely betray us. I understand it can be upsetting, but still, many of those members don't make it. Then, they stab us in the back, only making more and more threats and flames etc.
Now that you understand this, we will go back to education. I would like to show you our general operations, our recruitment, raiding, etc. Then take a glance at how I purpose we do it :

I could go on, but I don't think it is a necessity. Now, here is how I purpose we do our recruitment. Please keep in mind, this is a lot of typing, so I may have to divide this.
First of all, we get plenty of people who want to join VAK and VAC. I know, it is EXTREMELY difficult to manage all this, with all the spies, and trolls, as well as plain idiots. So, the question is how do we fix this? Here is what I think we should do :

Hello, this is an application for joining (VAC or VC). You are to fill this out, making sure to include details, and be honest. You are required to fill this out, otherwise you are guaranteed no entry. Do not ask questions, as we do not have time to answer them at the time. The above is as it says, an application. People who are to read these applications, are to make an alt, and have all applications sent to these alts. Each person should read atleast 10 applications per day. Then, they will accept or reject these applications, and will let them in or restrict access. They are NOT to reply to these messages. The applications should be archived, while worthless trash and junk should not be. So, here is an example of me trying to gain entry :

Once they see this, they will reject or accept it. They will not tell them, simply let them in or reject them. --------------------------------------------------------------------------------------------

The expectations are basically to abide all rules, and not to disobey them. So, once they get this, they are all set to begin there careers! ---------------------------------------------------------------------------------------------- Now, the above is merely the begining of the recruitment section. Basically, we have established how to get people into VAC or VC. We don't need a new promotion system, as that is quite clear and efficient. Therfore, we need to focus on education. Now, education as I said previously, is only for cadets. If we train traitors, we might as well destroy ourselves. Generally, trainings have the following :
-Swords and guns
-Spawns
-Baseplate
-Usually some equipment
-Some type of system for basic commands, like lining up
Many of us have experienced this, and it is obviously a weak setup. Sure, you can teach combat, but tactical view points and behavior are generally ignored. This will lead to undisciplined and stupid troopers, so fixing this is critical. When trainings, the following should be considered :
-People
-Place
-System
The above is what is crucial to a nice setup. People is who you are training, place is your physical setup, like the bricks scripts etc, and system is how you want to train them. So here are some more detailed descriptions.
People : People are unpredictable. We come in all shapes, sizes, mental ability etc. Therefore, it is difficult to train everybody, so you need to select what type of person you want to train. Are you teaching genius, or stupid. Are you teaching very skilled, or not so skilled. If you do not determine what type of person you want to train, you cannot have a proper structure to develope a training.
Place : The place is where you teach. Are you going to train someone guns at a SF'ing place? Obviously, not. Therefore, it is fundamental you consider common problems and factors of trainings. Grammar and respect (behavior) are common problems. Perhaps you wish to have a visible list of rules. Perhaps you want to have a place for punishment, in case they disobey. This is all up to you, but you must construct a place that would meet the needs of who your training, and don't abuse them!
System : The system is how you are going to train them. This is another very important step in a successful training. Your not just going to blurt information out, or have them repeatedly kill each other. You want it with a structure, not randomness. Shall you excersise lots of discipline, or will you slack off a bit, but make sure they learn? Again, this is customizable, but make sure your not being far-fetched about it.
Once you have established this, there is one more step into getting authorization to train. This is where you have a decent rank check out your place. First of all, you need to make sure your ready to present. Make sure your grammar is in order! Next, you want to contact an officer. A seargent or liuetanent won't do, ONLY officers. When you have there attention, schedule a time for you to meet. Once you reach that time, go to the place. Give a tour, and cover PPS (Person, Place, and System). Make sure it looks nice, as you don't want it to look sloppy. They will allow it to become authorized, give you permisson to train, and give you suggestions on how to improve. If it is rejected, then the officer should tell you what is wrong, and how to fix it. Once you recieve proper authorization, put in the group description in parentheses "Checked and authorized by [Offices name]. Then your ready to train! NEVER stray off of what you developed, as then you would have to have authorization revoked, or you would have to go over your new method. You may only use places approved, no where else.
