Currently, Messages created by LocalScripts do not get propagated to server.
You can create the message in a normal script or put it the game initially. Then have the local script set the message and move it to workspace to display it.

@Thunderx10; Like GoldenUrg has previously stated, you cannot create a message from a local script and put it on the server. I believe it only exists on your client. I wouldn't recommend this, but if you are desperate in making a local script that produces a message, just clone the local script into everybody's Backpacks or PlayerGuis.
