Yes, the title was a reference. The idea of this is that false reporters' reports are less likely to be read, so ingame reporting (MIGHT) be faster. And reports against repeated offenders are going to be read most likely.
This system does not mean that false reporters do not get their reports read, the false reporters get their reports read later.
