Hello Norfolk,
I am a concerned citizen and officer as many of you are about the recent events of Norfolk City Department of Public Safety. I believe the recent events of placing Norfolk City Police Department and Norfolk City Fire Department as bureaus under the control of the Norfolk City Department of Public Safety will lead to a major downfall in Norfolk's emergency services.
For those who don't know the DPS Proposal Petition placed Norfolk emergency services under the Commissioner of Public Safety who is now in control of departments or now as he calls them, "bureaus". The commissioner "oversees" while the chiefs run the bureaus. This gives a great deal of power towards the commissioner (even though he may not say).
This causes major issues as I have discussed with many members of the Norfolk City Police Department high command they feel "they have no voice" with the new commissioner's plans. The plans the commissioner has proposed has been disliked by many yet they are still enacted and enforced by him.
One flaw in the recent events of NCDPS is that the Chief's have little say in ranks for their departments, as stated in the DPS Proposal Petition passed by council, "The Commissioner has the final say." Even when the petition was passed he had set ranks already picked with his "final say".
Another flaw in the DPS Proposal Petition is the unconstitutional act breaking the Norfolk City Charter.
"...Bureau Chiefs are appointed by the Commissioner, and approved by the Mayor. This is a much smoother process so that the City Council doesn’t have to waste their time in passing through a person for a department director position. This saves at least 80% of the time it takes for somebody to get a department director position. Less stress nonetheless." -DPS Proposal Petition
"The Mayor at the beginning of his term shall submit a Mayoral Administration proposal to the City Council detailing the structure of his or her’s administration such as department heads and Mayor’s staff. The Mayor list the name of individuals intended to take of those position though not required (expect for major departments of which he/she is required to fill) and may appoint citizens for those individuals at later time subject to City Council approval. The Mayor reserves right to appoint any non-elected official to the position described in the Mayor’s “Mayoral Administration Proposal” subject to approval by City Council via a simple majority (one-half) vote, with Mayors signature." -Norfolk City Charter (Article IV, Section 2)
This DPS Proposal Petition is unconstitutional as stated in the Norfolk City Charter yet passed through our council?
This petition does not question WaterLostic, the Public Safety Commissioner, as he is a great leader. Nonetheless say NCDPS gains a bad commissioner that Chief's hate and the Mayor loves? This bad commissioner now has the "final say" over Norfolk's emergency services ranks and how he "oversees" the departments.
As famous English philosopher John L. states: "All mankind... being all equal and independent, no one ought to harm another in his life, health, liberty or possessions." The DPS Proposal threatens the life and health of Norfolk emergency services, threatens the liberty and say in our departments, and the overall happiness in Norfolk. NCPD and NCFD should be independent on their ranks and guidelines and not controlled by NCDPS.
I am in full support of public safety unifying our departments, but not a public safety that provides a commissioner who oversees and controls the voice of our emergency services. I believe departments should return to having the say in its ranks and guidelines. I consider the commissioner should work with our departments and not in them as the rank of "Commissioner" and the Commissioner rank should be removed from NCPD and NCFD. I trust in the council that the DPS Proposal Petition should be nullified as it removes the voice in our departments and it is unconstitutional. I know that we are not bureaus we are departments and we have a voice!

| SUPPORT! I'm sick of DPS (Rapid Law in particular) intervening with NCPD investigations, stops, and other various scenarios on the citizen's team or on whatever else team he feels like being on that isn't NCPD. |

Let's not forget that they also made divisions ran by Sergeants instead of Captains, thus removing a lifelong NCPD Formality. We now have around 3 Captains, 5 Lieutenants and possibly 8 Sergeants which seems a little unbalanced to me.

The thing about NCDPS is the commissioner position, it basically rules out another position we already have, which is NCDPS director. I think it's a little overboard personally, with all due respect to the parties involved. Unifying the depts under one roof was a good idea, but we don't need one person at the top to rule it, we would need a council of chiefs and deputy chiefs to rule it evenly.

yet another reason norfolk seems to be going down the drain
was good while it was run by officials who had half a brain
idk about the current administration but its been a while since a good one was in town
