City of Norfolk Proposal Norfolk Department of Public Safety
Good evening Mr. Mayor, Council, and citizens of the city of Norfolk,
I am making this proposal so that all emergency service functions can become one, and run as a team under one. This city is based off of real life, and more departments in cities in real life are switching to this. With this new system, both bureaus will follow the same set of guidelines and regulations, complaints will be centralized, and department operation shutdowns will no longer exist. This will create a unique environment for this great expanding and growing city, as this function will be like no other. This is what the city of Norfolk needs, and it has been waiting for this.
I will explain this in full detail so that everybody will be able to understand it. If you have any questions at all, feel free to ask me so I can clarify things for you.
The Department of Public Safety structure will go as so:
Commissioner Civilian position. Not uniformed, but is in charge of all department functions. Deputy Commissioner | Chief of Police Bureau Chief of Fire Bureau Uniformed position. 2 people will be selected by the Commissioner, and approved by the Mayor to lead the Police Bureau and Fire Bureau (1 person to lead each bureau). Assistant Commissioner | Deputy Chief of Police Bureau Deputy Chief of Fire Bureau Uniformed position. At least 4 people will be at this position for assisting the Deputy Commissioner of their respective departments (2 Assistant Directors per bureau) Captain | Police Captain Fire Captain Uniformed position. Limit will be defined by the Bureau Chief (Deputy Commissioner) Lieutenant | Police Lieutenant Fire Lieutenant Uniformed position. Limit will be defined by the Bureau Chief (Deputy Commissioner) Sergeant | Police Sergeant Fire Sergeant Uniformed position. Limit will be defined by the Bureau Chief (Deputy Commissioner) Officer | Firefighter Uniformed position. Limit will be defined by the Bureau Chief (Deputy Commissioner)
That may look confusing, but it’s not. The Commissioner is a non-uniformed, civilian position that oversees everything. The Deputy Commissioners are in charge of Bureaus (Police and Fire bureaus). They are responsible for everything that happens within their respective bureaus, as they were put in charge to lead them. Each Bureau Chief is allowed to have at least 4 Deputy Bureau Chiefs to assist them in leading their respective bureau. The rest of the ranks are to be determined by the leaders of each respective bureau. If the Bureau Chiefs want a rank added or removed, it must be brought up to the Commissioner, and discussed. The Commissioner has the final say. So to whomever is reading can understand better, I will include tables for both bureaus. Police Bureau

Enough about ranks, let’s talk about DPS function. Everybody is under the Department of Public Safety. The Commissioner is the overseer of everybody. The Commissioner will take in complaints, and other reports from the citizens of the city of Norfolk about both respective bureaus. A punishment will be discussed with each respective Bureau Chief, and the consequence will be issued. The Commissioner will also be responsible for bureau audits, which will consist of bureau activity, competency, organization, etc. With this new system, everything would be much easier and smoother. If the Commissioner wants to implement something that isn’t already in the guidelines, there will be a meeting held with both bureaus to see if they both like the idea. This new system will bring in democracy and fairness for all.
As I stated before, Bureau Chiefs are appointed by the Commissioner, and approved by the Mayor. This is a much smoother process so that the City Council doesn’t have to waste their time in passing through a person for a department director position. This saves at least 80% of the time it takes for somebody to get a department director position. Less stress nonetheless. If a Bureau Chief is found of incompetency, or other bad traits, the Commissioner has the ability to demote or terminate said Bureau Chief with the approval of the Mayor. Bureau Chiefs have the ability to terminate anybody within their respective department with a valid and plausible reason, with the approval of the Commissioner.
That’s quite a lot of detail for this proposal for the Norfolk City Department of Public Safety. If you have any questions, feel free to ##### ## a DM. This is a very effective, realistic, and better way for emergency services in the city of Norfolk. I highly suggest and urge this to go through. I have spoken to Assistant Chief Tim_########### he agrees with this plan.

No, the structure we have now is fine. We're not a very large city with only a population of 3,000. The way we have it set up now is not needed and it seems that only a few people would benefit from this.
