There is no preference, it's dogma. Use 'not'.

I used 'not' because i do not have '~' key on my keyboard.
But now, i am sticking with it. It is easier and more efficent.

If dealing with mathematical equations => "~=" Anything else => "not" |

| I prefer ~= because "not" is ugly in my opinion. |
