I've read about AI used in other games, and afaik most strategy games (like the Civilization series) use some neat math but do not use neural networks. In fact some people have claimed that parts of Civ's AI are purely procedural logic. If anyone here has experience with machine learning, do you think a neural network (once trained) would do better compared to traditional methods?

Yes, the neural network would learn methods and such.

neural networks have their advantages but it is easy to make mistakes when designing their constraints and conditions. if you are asking about their performance, technically yes they have the potential to surpass their traditional counterparts but this is far from a guarantee because it heavily depends on the design.

It would probably almost always (eventually) do better in the sense of "playing better"
