Let's say I wanted a script to imitate a Roblox player named "Billy" by putting a message into chat with the name "Billy" that says "Hello, world!" How would I do that?

Sorry, I read your question wrong. If you wanted dialog to show up in the chat system you'd do something like this,
bc = BrickColor.new("Really red") game.StarterGui:SetCore("ChatMakeSystemMessage",{ Text = "[Billy] Hello!"; Font = Enum.Font.SourceSansBold; Color = bc.Color; FontSize = Enum.FontSize.Size96 })
