Hopefully maybe by 2030 in early colonization. But it all depends if the government stops being lazy and actually does something for expanding the human race across the stars. Because honestly it hard to tell if the governments of many nations seem to not care about outer space or space colonization and just want to focus on things happening on Earth.

To be fair the world needs to stand up and fight against the corruption and corporations that are constantly violating our human rights and our lives. Truth is that if lets say a asteroid is heading towards Earth that will wipe out all life on it and it will take 30 years (even though that seems impossible but still), guess who will be the ones trying to save humanity?

Guess who will be the ones selected to go on that ship?

Guess who will be the ones starting mankind again?

Guess what happens to everyone else?
They get left behind and die. (Bear in mind we can't save everyone in a sceanrio like mine, but in my opinion what it should be like is that everyone who wants to volunteer to leave Earth should be allowed to without any cost, but their still has to be a limit sadly though)

You do have a excellent point since government should pay attention to its people.
However the thing is with space colonization being done by private corporations will be very complicated.
Like what happens if a crime happens up in space? What is let say a South African tourist was assaulted by an Romanian tourist while in a private made ship that is of American origin? Does the person who committed the crime gets sent back to his home nation where he is trialed? Is he trialled by the company? Trailed by the UN? Or is he sent to the US due to the fact he committed a crime within an American spaceship?
