There's exceptions to every rule.
Honestly, because of the "No Child Left Behind" act... as long as you try everything to pass, but you're just not good enough to they'll just move you on instead of giving you extra help, or extra time to learn, or something.

The school system is flawed. I have severe social anxiety and had trouble going to school and so I failed because I missed like 200 days, but I did extremely well whenever I was in school, so much so that I even got on the honor roll from like the 5 days that I was there.

@crabby: And I got moved onto college (like actually being a college student) while in high school because I did so well, but for some reason I didn't get a certification from my vocational school when everyone else in my class did.

Yes active. It actually does. It's so ironic, and SO funny how badly America messed that up.

new system is designed to put everyone at a disadvantage
common core was designed to "slow everyone down" with it's over-complicated crap and has not been useful at teaching in any classroom situation
modern public school is just a money farm to teach kids test material, otherwise useless in the real world, in order for the school to get good test scores so they get better funding, so more money goes into the staff's pockets. those up top, at the corporate-government level, see students as an asset instead of the future.
