The old casus belli system is, as of now, deprecated, and it should no longer be used. The legitimacy of a war should NOT be binary; rather, it should be on a gradient. To determine the legitimacy of a war, one has to consider two variables:
-- Internal legitimacy --
This variable simply means whether the leaders, generals, landowners, and generally the people of your country would support the war. Before starting a war, you have to consider whether the powerful people of your country would support the war. Even if you want to attack a country, if the majority of your generals, nobility, or whoever has power in your country support that country, then your war would have no internal legitimacy.
If your war is found to have no internal legitimacy, then it is very likely for your country's people who do not support the war to hamper the war, or even openly revolt against it.
-- External legitimacy --
External legitimacy simply measures how legitimate other countries think your war is. To have external legitimacy, you have to convince other world leaders that your war is indeed legitimate, and would lead to further peace or prosperity for everyone. If other countries view your war as imperialistic or exploitative in nature, your war has no external legitimacy.
A war with a lack of external legitimacy may see other countries (even NPC countries) join the defending nation against the attacker. If your war has no external legitimacy, it is a given that neighboring countries, even NPC countries, will ally against you. An admin will be fully within their rights to control a coalition of NPC countries against your country if your war has a lack of external legitimacy.

Isn't that the point of war? To exploit smaller nations under your imperialist rule?
This is cancer. This is kind of the reason why I don't particularly play RISK anymore; The community has become tumorous, the administration hypocritical, and the "moderators" (exp's) barely having to follow any guidelines or anything, and with this "revision", they can make a huge coalition (Sweden, the USSR, UK, France, Denmark, AuStrIA, "united" Benelux, etc.) against Germany in WW2 if they invade Poland. |
