It has to do with the NPC. Try pushing it with your player in-game to see if it moves. If it does then:
1. Try putting the script in the model.
2. Make sure it's not a LocalScript. |

Make sure all the parts in your humanoid are unanchored.
Also make sure that your npc is rigged properly. If you aren't sure, get a plugin like the animation editor by roblox, or some other plugin which will properly create a rig for you.
